SummaryThe Department of Adult and Juvenile Detention is seeking one (1) Talent Acquisition Specialist (HR Analyst) to join our Human Resources team. The Talent Acquisition Specialist will help us recruit and hire a talented, diverse workforce to meet the current and future needs of our growing and changing organization. We are looking for action-oriented professionals with strong communication and problem-solving skills. The selected candidate will have the opportunity to take an innovative and creative approach to recruitment, background coordinator and onboarding of new staff. We're a small group that works smart and cohesively to successfully meet the needs of a large department.THE IDEAL CANDIDATE WILL:• Bring a strong recruiting and sourcing background, fresh energy, and innovative ideas to enhance the quality and diversity of our applicant pools and identify top quality talent.• Have a genuine collaborative and consultative style in their approach to their work. Build and understand the importance of effective relationships with customers, team members, and other staff.• Have excellent interpersonal skills.• Be comfortable providing advice and consultation to senior leaders and lead value added discussions that challenge conventional norms and thinking.• Prioritize and handle multiple tasks and deadlines in a fast paced and demanding environment.• Possess effective communication skills using tact and diplomacy in all situations.• Be excited and dedicated to working with a dynamic team and will pitch in where needed.• Have experience with high volume recruiting to fill multiple vacancies.This recruitment will create an eligibility list which may be used to fill future Career Service, Term Limited Temporary or Special Duty Assignment Talent Acquisition Specialist (HR Analyst) vacancies.Job DutiesThe job description is an overview and is intended to describe the general nature and level of work being performed. It is not to be an exhaustive list of all the functions and tasks required of this position.• Manage and perform full-cycle recruitment processes.• Oversee complex employee background check process while still implementing effective HR practices.• Collaborate with a wide array of stakeholders to appropriately describe various bodies of work.• Partner with hiring supervisors to identify and initiate actions required to facilitate recruitment and onboarding processes and ensure short-term and long-term strategies are aligned with department priorities and operational needs.• Generate diverse competitive applicant pools in support of Equity and Social Justice Goals.• Consult with senior leadership on engaging onboarding practices/plans to increase probabilities of success and retention for new employees.• Support and contribute to the continuous process improvement of Human Resources practices and processes.• Attend various job fairs and community events aimed at engaging job seekers in addition to leading outreach and marketing efforts for the Department.• Compile and analyze Human Resources data and trends to include turnover, hiring, retention, and other statistics.• Coordinate and schedule all hiring and selection activities, including interviews, offers of employment, post-offer activities, background investigations, and on-boarding.• Prepare turnover reporting, analyze data, and make recommendations to the management team for retention strategies and continuous improvement.• Manage employment related functions such as but not limited to activities related to new hires, promotions, transfers, and terminations.• Provides guidance and support to assist in the development of social media strategies.• Utilize substantive knowledge of a variety of recruitment and employment related regulations, rules, policies, procedures, processes, materials, and/or equipment.• Coordinate/complete background investigations for both new hires and external department employees who require access to our secure detention facilities (including DAJD staff and non-DAJD access request).• Perform additional duties within scope and area of classification as assigned.Experience, Qualifications, Knowledge, SkillsTo be considered minimally qualified for this role, you must demonstrate knowledge, skill and ability to:SKILLED IN AND KNOWLEDGE OF:• Principles, methods, and practical applications of employee recruitment, selection, and placement.• NEOGOV's Insight module as used in the recruitment and selection process or experience with other Applicant Tracking Systems (ATS).• Strategy development on a range of recruitment issues.• Human resources principles, practices, legal environment, trends, and functions specifically focused on recruitment and selection laws and regulations.• Human resource reporting and recordkeeping requirements.• High volume recruiting.QUALIFICATIONS:Three (3) years of Human Resources experience where performing recruitment activities was a primary function of your assigned duties.- OR -An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.MOST COMPETITIVE CANDIDATE WILL HAVE:• Prior Human Resources experience in a government organization.• Prior experience working in a union environment.• Prior experience recruiting any one of the following professions: safety (i.e., fire or law enforcement) or corrections.• Experience utilizing the applicant tracking system NEOGOV or a similar applicant tracking system.• Prior experience with high volume recruiting.Supplemental InformationHOW TO APPLY: Completion of the full King County application and supplemental questionnaire is required. Standard work hours are Monday through Friday, 8:00 a.m.-4:30 p.m.WORK LOCATION: The work associated with this position will be performed through a hybrid work model that will require both onsite and remote work. The ratio of remote to onsite work will be dependent on business needs and is subject to change.The primary onsite work location for this position is the King County Courthouse at 516 3rd Avenue, E 245, Seattle WA 98104.
