Pay Range
$125,850 - $156,252 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a Department Administrator to work in a dynamic fast-paced environment supporting the Infrastructure Maintenance and Utilities Department (IMUD) within the Infrastructure and Operations (I&O) Directorate. You will be an integral member of the Infrastructure Maintenance and Utilities Department management team responsible for a wide range of advanced and diverse administrative policies and procedures, strategic planning, performance management, and lead complex projects with changing variables and multiple factors that are not easily answered by standard procedures. You will be responsible for the development, implementation, and monitoring of all aspects of IMUD’s administrative and personnel-related activities to include a large population of collective bargaining agreement employees.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the department.

You will

  • Serve as a member of the IMUD and I&O senior management teams using expert knowledge, providing high-level facilitation and collaboration to achieve long-range business operations goals, participating in all aspects of workforce planning, business operational issues, and strategic planning activities.
  • Oversee, direct, develop, implement and lead various personnel functions, workforce planning, staff development, and performance management. Provide guidance, training, and mentoring to personnel in all classifications.
  • Develop and implement courses of action related to business and/or organizational strategies, practices, initiatives, requirements, and deliverables.
  • Manage an administrative team, oversee and advise on a broad range of functions, including staffing levels, mentoring, recruiting and hiring, corrective actions, and employee relations.
  • Establish budgets, schedules, work plans, and performance requirements.
  • Analyze and interpret HR requirements/guidance and determine and pursue courses of action to obtain results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
  • Solve highly complex and often sensitive issues, develop, evaluate, and implement new techniques and procedures, interpret policy, formulate recommendations and establish procedures working closely with the Directorate Administrator, IMUD/Directorate Management and the Human Resources Business Partner (HRBP).
  • Develop and implement strategies to foster and promote culture, diversity, equity, and inclusion.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. 
  • Bachelor’s degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Significant experience in managing personnel functions, interpreting and applying a wide variety of personnel policies and procedures to complex situations with comprehensive knowledge and understanding of recruiting, hiring, performance management, salary management, staff relations practices, and HR compliance requirements (e.g., FLSA, ADA, EEO).
  • Advanced analytical, research, and complex-problem-solving skills to independently and successfully resolve unique and highly complex problems.
  • Significant experience leading and supervising business, operational and/or organizational activities.
  • Significant experience coaching, mentoring, and developing administrative staff.
  • Advanced interpersonal, verbal, and written communication skills to explain, negotiate, persuade, and lead staff and management through conflict resolution in order to obtain consent action on complex personnel and business operations actions, achieving desirable outcomes.
  • Experience with workforce and strategic planning activities and budgets.
  • Experience developing strategies fostering an inclusive and equitable organization.

Qualifications We Desire

  • Experience using LLNL administrative systems including: SmartRecruiters, HR Personnel Database, LTRAIN, TIME, and other relevant administrative systems.
  • Experience or understanding working with Unions, negotiations, and collective bargaining agreements.

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
