Manager Geospatial Technology & Design Support

Responsibilities


This is an exciting time for OPPD's Engineering Team! We are looking for technically competent, critical thinkers who are aligned to OPPD's mission, vision, and values.

The Manager - Geospatial Technology & Design Support is responsible for managing and directing the work, training, and quality results of the Survey, Geographic Information System (GIS), and Drafting staff in support of design, drawings, work orders, and operational support for the construction or modification of the District's overhead and underground distribution system to ensure the safe, reliable, and economic distribution of electric service to our customers. This position ensures all work activities are performed in full compliance with OPPD policies and procedures and within local, state and federal regulations. The Manager Geospatial Technology & Design Support is responsible for implementing the policy and procedures of the survey, GIS, and drafting work through close collaboration with Distribution Engineering, construction, work management, and other teams for all processes and execution of assignments. The position is responsible for the motivation, coaching, and mentoring of departmental personnel, evaluating their performance, and identifying strengths and weakness within core and technical competencies while developing activities, training opportunities, goals, and objectives to improve them.

Specific accountabilites for this role include:

Build and maintain a competent/capable team of staff in alignment with OPPD¿s Accountable Management System (AMS) guidelines.

  • Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff.
  • Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc.
  • Develop and maintain a set of staff performance metrics.
  • Reinforce, monitor and hold subordinate managers accountable for the effective application of OPPD's Manager Leadership Practices.

Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD and Utility Operations strategic objectives and to deliver desired outputs and assigned goals of the Engineering Division.

  • Manage and direct department staff in providing the requisite surveying for engineering and construction projects including structure spotting, staking, property investigations, easement exhibits, specifications, procedures, legal documents, and data management primarily associated with the District's distribution assets.
  • Manage and direct department staff in all aspects of Geographic Information System (GIS) technology including the input, update, and maintenance of data for the District's geospatial electric model and other applications, databases and mobile viewing tools used to manage electric system assets. Further responsibilities include the oversight of analytical functions performed in support of key business processes including feature mapping, electric device connectivity, location data integration, and spatial analytics.
  • Provide oversight and supervision of drafting staff in support of engineering project drafting, construction drawings and standards drafting including the records management of distribution assets.
  • Implement the policies and technical basis of survey and GIS work including integration with other applications through close collaboration with Technology and Security, Land Management, Distribution Engineering, Grid Operations, Asset Management, Utility Coordination and other work teams for execution of project assignments and asset records management.
  • Provide for review of all plans, data, documents, analyses, and contracts issued by staff to ensure compliance with all applicable government and District regulations and requirements.
  • Represent the District in GIS and surveying committees including participation in corporate GIS governance process creation and maintenance, to ensure the District's interests are represented in a competent and accurate manner.
  • Maintain relationships with key stakeholders in the service territory including MAPA, Douglas County, and other agencies for close alignment with the GIS tools and processes.
  • Provide department level support across the District where requests align with experience, understanding, expertise, and availability.
  • Ensure continuous improvement of processes and tools through routine evaluation of technology (hardware and software) for surveying, drafting and GIS.
  • Lead contract management of all externally contracted resources and staff augmentation to ensure project deliverables are completed in a safe, reliable, timely, and economic manner.
  • Oversee department support functions within budget, schedule, and regulatory requirements.
  • Manage, support, or assist with outage restoration projects when requested.

Qualifications


Required:

  • Bachelor's Degree OR a minimum of seven (7) year of experience in surveying, GIS, mapping, engineering or design. Advanced proficiency in MS Office (Word, Excel, PowerPoint, Outlook), computer aided drafting software (MicroStation, AutoCAD), or GIS software (G/Technology, ArcGIS/Esri Utility Networks, GE Smallworld).
  • Self-starting and multi-tasking abilities.
  • Ownership and accountability to provide timely, accurate results and openness to improvement and change.
  • Demonstrated capability to train and develop technical team members including the ability to encourage diverse ideas and concepts and effectively deal with conflict.
  • Excellent communication skills (verbal and non-verbal) across all mediums with co-workers, vendors, and customers (internal and external).
  • A valid driver's license is required.

Desired:

  • ABET accredited Associates or Bachelor degree in GIS, Geography, Surveying, engineering, Computer Science or other related field.
  • Professional Land Surveyor (PLS) or Professional Surveyor and Mapper (PSM) certification is a plus.
  • Five years of experience in electric utility design, project management, planning or operations. Extensive knowledge and understanding of distribution components and their functions.
  • Three (3) years of experience in the supervisory/management of technical staff.
  • Familiarity and experience with ABB Asset Suite, Cognos, PeopleSoft, MS Project, SharePoint.
  • Thorough knowledge of OPPD's transmission, distribution, and substation system.
