Job SummaryNursing Services House Manager (Central Staffing Resources):• Coordinate and supervise patient placement, bed management and float nursing resource allocation activities on a shift by shift basis in order to optimize staffing levels in all UMHS areas• Act as in-house UMHS Nursing Administrator on-call• Act as in-house UMHS Nursing Representative for patients and families• Manage all aspects of daily functioning in the Central Staffing Resource Department (CSR)• Manage all aspects of nursing service within a specific departmental cluster• Provide direct supervision to CSR nursing and ancillary staff membersThe University of Michigan Health is a Magnet recognized hospital. advancementResponsibilities*Coordinate UMHS Nurse Staffing• Coordinate and supervise patient placement, bed management and float nursing resource allocation activities on a shift by shift basis in order to best meet patient care needsAct As In-House Nursing Representative For Patients And Families• Respond promptly and in person to patient/family concerns• Communicate patient/family concerns to staff members, nurse managers or departments as needed to initiate appropriate action• Provide follow-up to ensure that patient/family concerns are appropriately addressedSupport, Assist And Advise Unit Nursing Staff• Assist unit nursing staff in problem-solving to provide optimal customer service• Advise unit staff members in handling specific patient, family and/or staff problemsSupervise And Evaluate CSR Nursing And Ancillary Staff• Plan, assign and review the work of CSR nursing and support staff members to ensure that the values of patients and families first are translated into patient care practiceResource Allocation:• Coordinate Hospital-Wide Nurse Staffing• Monitor the status of census, acuity, and other extenuating circumstances that have a potential effect on staffing on/in various units/clinics in all UMHS hospitals (e.g., UH, PPP, ACS) in order to establish and maintain a clear understanding of the "big UMHS picture" at all times• Use " the big picture" to anticipate future staffing needs and make proactive staffing and bed management plans accordingly• Facilitate resolution of patient placement problems that arise between various departments (i.e., Admitting Department to individual inpatient unit, Emergency Department to individual inpatient unit, inpatient unit to inpatient unit)• Engage in ongoing communication with directors, nurse managers and unit charge nurses in order to understand unique patient care and/or staffing situations• Implement High Occupancy guidelines as needed• Promote consistent application of Transfer Guidelines• Attend Bed Briefing meetings as needed• Engage in unit rounds as needed to assess specific situations• Engage in unit rounds as needed to increase visibility and demonstrate approachability of nursing leadership within the hospital community• Coordinate the Control Center for Nursing during disasters and periods of inclement weatherCoordinate Float Resources• Use established data-driven processes to allocate available CSR and unit float resources in a consistent, cost effective and equitable manner• Utilize high level intuitive decision-making skills to allocate available staffing resources to the most appropriate location(s)• Facilitate recruitment of current employees to staff additional patient care needs• Ensure compliance with patient care standards and safety programs• Ensure compliance with standards and practices set forth in the current UMPNC contractLeadership• Act as in-house UMHS Nursing Representative for patients and families• Provide administrative support, consultation, and leadership to UMHS nursing staff• Serve as a resource regarding institutional and departmental policies and procedures• Serve as a resource regarding UMPNC contract interpretation and implementation• Facilitate problem solving and decision-making at the institution, department and unit levels• Provide mentoring for unit charge nurses• Motivate staff to improve quality of work performed (utilizing the PDCA model)• Support staff training and development opportunities as appropriate• Promote integration of research finding into clinical practice and managementPersonnel Management• Recruit, Hire and Orient Staff• Recruit and hire nursing and support staff based on variable cluster needs and requirements• Develop and direct activities designed to attract, recruit and retain qualified, professional nursing personnel• Interview applicants to fill vacancies or promotional positions according to applicable laws, rules, contracts and policies• Negotiate and implement contracts with external agencies as needed to meet unit/clinic demand• Identify training needs and ensure that necessary job-related instruction is provided to staff• Monitor orientation and evaluate progress• Identify cross-cluster orientation opportunitiesSchedule Staff• Use available trend and utilization data to schedule CSR staff in a manner that supports unit/clinic needs• Schedule CSR staff in accordance with UMPNC requirements and CSR scheduling guidelinesCounsel And Evaluate Staff• Evaluate staff on a regular basis• Identify performance issues and communicate them to staff members• Follow-up with employees to ensure that past or ongoing performance issues are being addresses/resolved• Discuss potential grievance-related concerns with employees in order to identify options or resolve issues prior to formal filing of a grievance• Advise employees of established grievance procedures• Recommend or initiate disciplinary actions according to applicable rules and policiesManage Cluster Expenditures• Plan, negotiate and monitor expenditures from unit payroll for a specific cluster• Evaluate and approve or deny staff requests for educational fundsExpectations Of The Position•
