Fiscal Compliance Analyst

Description

  

The Fiscal Compliance Analyst will lead financial activities and analyze past financial performance to predict future performance in order to advise Palms Medical Group on its financial strategy. The Fiscal Compliance Analyst will have a strong understanding of fiscal policies and assist in ensuring PMG adheres to financial regulations, internal policies, monitoring compliance, analyzing data and preparing reports.

Description of Primary Responsibilities

a. Maintains and monitors accurate financial records of PMG for all funds and fund types including all phases of utility operations, accounts payable, purchasing, payroll, general ledger, cash remittance and fixed assets.

b. Reviews present accounting procedures and policies, recommend changes or modifications to increase the efficiency and effectiveness of accounting operations. Monitors segregation of duties for proper maintenance of internal control.

c. Organizes, coordinates and prepares the annual budget ensuring compliance. 

  1. Gather and analyze data as      needed to monitor and improve the current and future financial status of each      branch/department. 
  2. Reviews financial      reporting , and investment activities; recommends improvements to      procedural, operational, and financial controls.

f. Drafts operational and risk reports for management analysis.

g. Analyses business and financial data.

h. Creates financial models based on analyses to support organizational decision making.

i. Develops automated reporting and forecasting tools for more efficient use of data.

j. Provides relevant financial information to the executive management team.

  1. Correspond with company      executives, department staff, and other regulators to investigate issues      identified, and evaluate whether additional regulatory actions are      warranted. Organize, prepare, and write reports based on financial      analysis and interpretation of data.

l. Monitor PMG compliance and initiate action in non-compliance situations. 

m.  Oversee grant compliance, reporting and draw schedules.

n. Reconcile bank statements.

o. Performs other related duties as assigned. 

Description of Primary Attributes

General Development:

· Ability to create and manage corporate budgets.

· Excellent written and verbal communication skills.

· Ability to provide accounting services as detailed in management agreement.

· Proficient in Microsoft Office Suite or related software, as well as budget creation and analysis software.

· Excellent organizational skills and attention to detail.

· Thorough understanding of budgetary and accounting principles, practices, and policies.

Professional & Technical Knowledge:

1) Employee will have a Working Knowledge of the following office equipment:

*Computer

*Multiline Telephone

*Copier

*Email

*Scanner

*Fax Machine 

*Calculator

2) Ability to multi-task, manage multiple projects, and effectively manage time.

3) Ability to make decisions based on reasonable and timely analysis

4) Proficient with MS Word, Excel, and other related tools

5) Ability to adapt to changing expectations and environments

Licenses & Certifications:

· Bachelors degree with coursework in Finance, Accounting, Economics, or Business Administration required; Masters degree in a related field preferred.

· At least five years of related work experience required. 

· CPA certification is preferred, but not required. 

Communications Skills:

1) Strong communications skills (both written and oral)

Physical/Mental/Emotional Demands:

· Standing for long periods of time

· Sitting for long periods of time

· Viewing a computer monitor for long periods of time

· Bending

· Stretching / Reaching

· Walking short distances

· Lifting up to 50 pounds

· Operating office equipment (computer, fax machines, telephones and copy machines)

· Reading forms / Instructions / Patients Charts 

· Communicating well to people of various ages, educational levels, cultural backgrounds in person or by telephone

· Exposure to potentially violent / irate patients

· Health / Safety Consideration of Position

o Exposure to chemical infectious / contagious illness

o Exposure to chemical and inhalation of antibiotics during reconstitution

o Exposure to X-Ray radiation 

o Exposure to a variety of scents and odors

o Must utilize universal precaution in clinical or exposure situations as prescribed by federal state, and local guidelines and /or laws
