Principal Technical Advisor, Health Economics and Financing

The Principal Technical Advisor (PTA) will provide technical leadership on USAID’s Health Systems for TB (HS4TB) project in health financing areas such as private sector contracting, costing, domestic resource mobilization, and design and implementation of innovative financing mechanisms. The PTA will report to the HS4TB Technical Director and work closely with the entire HS4TB team in supporting the technical work of the project. The PTA will contribute to the project’s thought leadership mandate and actively participate in national and global forums to promote sustainable financing for TB. They will also play an important role within MSH’s health economics and financing (HEF) unit housed in the Global Health Systems Innovation (GHSI) Group, providing support for the continued expansion of our diverse portfolio in the areas of systems strengthening, stakeholder engagement initiatives, evidence-based policy making and more efficient and effective, country-led health care systems.

Overall Responsibilities:
  • Act as a technical strategy lead to achieve project results through the use and scale up of technical best practices and innovative technical solutions; ensure quality of all technical documents; and build technical capacity as needed
  • Lead technical guidance to in-country teams designing and implementing complex government contracting, private sector partnership and innovative funding mechanisms to enhance sustainable financing for TB and health.
  • Lead enhancement and integration of approaches such as activity-based costing including capacity development and stakeholder engagement to institutionalize these approaches.
  • Lead technical briefings, project reviews with USAID and MSH management, and support annual work planning and project’s Performance Management Plan (PMP) periodic reviews.
  • Supervise in-country technical teams in the production of high-quality deliverables and thought leadership products; mentor the teams to build their analytical and technical writing skills.
  • Foster knowledge exchange of technical approaches across projects, countries and regions, integration of project tools and innovations into MSH global technical capacity and tools for use by other projects
  • Increase worldwide knowledge and understanding of MSH’s HEF work through training of staff, publications in journals, and presentations to external stakeholders while supporting new business development proposals to donors
  • Utilize strong quantitative skills and research capacity to support projects funded by diverse donors such as the Bill & Melinda Gates Foundation, USAID, World Bank, and pharmaceutical companies.
The listed job responsibilities are not exhaustive. The PTA/TSL position is an opportunity to be both innovative and strategic in suggesting and implementing new methods to achieve the outcomes desired by our clients and needed by the people our projects serve.
Ensure quality and timeliness of HS4TB deliverables and outputs (40%)
  • Support the Technical Director to anticipate and deliver what is required to achieve health impact within the parameters of HS4TB, in agreement with the client, aligned with the proposal and employing best practices.
  • Working with HS4TB teams in country, ensure timely delivery of quality deliverables per the workplan with USAID.
  • Provide the best possible technical support to HS4TB, drawing on resources within MSH and, when appropriate, from external technical resources, and incorporating best technical practices in project and sub-award activities.
  • Support the Technical Director to identify, assess, prioritize, mitigate, and monitor risks surrounding program technical/results delivery.
  • Participate in the regular review of HS4TB’s PMP as well as appropriate data quality assurance. including at the sub recipient and other partner level when such subs and partners contribute towards project results delivery.
  • Review project annual and quarterly reports and all technical documents.
  • Participate in project reviews and monthly internal technical discussions.
  • Participate in annual work planning, budgeting, and staffing strategy discussions.
  • Travel to countries where HS4TB is active for technical supervision visits and meetings with donors to review technical quality of the project.
  • Support the Technical Director to establish a system for quality assurance of technical work, STTA, and technical documents.
  • Work with Technical Director to ensure that project is responsive technically to findings of external and internal evaluations.
Thought leadership (30%)
  • Contribute to technical briefs, project knowledge management and learning.
  • Support Technical Director and other HS4TB technical staff to identify and capture best practices and innovations.
  • Strengthen and document project innovation in technical areas.
  • Support external visibility of project achievements, best practice, innovation, etc.
Knowledge dissemination across HS4TB activities (20%)
  • Help the Technical Director identify and meet training or mentoring needs of project technical staff.
  • Promote and support country-wide efforts and technical synergies between project(s) across technical areas.
  • Lead the process for ensuring optimum technical quality of the project, including adoption of new practices.
  • Facilitate the integration of technical advice across expertise areas and across groups.
  • Ensure practices and impact are, respectively, documented and measured to inform other projects.
Alignment of global technical strategies in MSH more broadly (10%)
  • Keep abreast of MSH global technical priorities and of strategies, frameworks, approaches, and tools in technical areas of relevance to the project supported.
  • Ensure close linkages with TSLs of other projects and ensure in other practice areas and within the technical clusters in program group.
  • Liaise with and draws support as needed from the PLI Unit.
  • Participate in new business strategy, positioning, and proposal development as needed.
  • Solicit periodic feedback from technical counterparts; maintain effective and continuous engagement with stakeholders.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
  • Required: Advanced graduate degree (master's level or above) in economics, finance, management, accounting, statistics, or related fields.
REQUIRED MINIMUM EXPEREINCE
Required:
  • At least 8 (eight) years of relevant work experience in supporting health finance reform in LMIC settings. 10 (ten) years of experience is strongly preferred.
  • Experience with costing, innovative financing, and domestic resource mobilization support, especially for health programs like HIV, TB and malaria
  • Experience with multi-stakeholder engagement in improving health financing policies, such as participating in high level stakeholder roundtables or fora.
  • Experience supervising and mentoring technical staff in LMIC settings.
  • Experience organizing and working with teams to produce high-quality deliverables.
Preferred:
  • Experience with USAID projects is strongly preferred with experience in program management and administration.
  • Experience working in at least one USAID TB priority country
KNOWLEDGE AND SKILLS
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with senior government officials, NGOs, private sector groups, USAID, Global Fund, World Bank, and other donor and technical organizations.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Demonstrated technical expertise in at least one, and preferably both, of the following areas: health financing and health governance.
  • Excellent verbal, written, interpersonal, and presentation skills.
  • A good record of international peer-reviewed publication.
  • Fluency in English is required.

PHYSICAL DEMANDS
  • Travel requirements: Availability to travel domestically and internationally as needed (estimated 25%-30%).
  • Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances and pick up materials <10 lbs.

The expected salary range for this position is: $95,500.00 - $150,000.00 annually (U.S. locations only).
