Procurement Analyst

Duties

This position serves as a Procurement Analyst with the Office of Inspector General, Office of the Executive Director, Administrative Operations Division.

This position is located within the U.S. Department of State (State or Department), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the U.S. section of the International Boundary and Water Commission (USIBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department, USAGM, and USIBWC programs and operations. OIG has a staff which includes direct hires, a small contingent of Foreign Service Officers (FSOs), and contract employees in domestic and overseas locations in Germany, and Iraq. The OIG’s overseas operations include more than 260 embassies, diplomatic posts, and international broadcasting installations worldwide.

OIG is currently seeking candidates at all experience levels. At the GS14 level, candidates will demonstrate advanced acquisition knowledge and experience. The GS14 position includes supervisory duties.

The Administrative Operations (AO) Procurement Team serves as a liaison between OIG Program Offices and the Department of State Office of Acquisition Management. The AO Procurement Team serves as a focal point and support structure to facilitate OIG Program Office acquisition of goods and services. Depending on grade/experience level, duties will vary. Below is a list of potential duties:

  • Supporting the Government Purchase Card program, as either a purchase card holder or program manager. Responsible for micro-purchases of equipment, supplies and services.
  • Tracking and reporting on acquisitions in progress, coordinating amongst various parties to include the Budget Office and the Contracting Activity.
  • Serving as a Contracting Officer’s Representative (COR) for assigned acquisitions. Activities include performing market research, developing independent government cost estimates and work statements, serving on technical evaluation panels, monitoring contractor performance, reviewing deliverables for acceptance and approving invoices. Assisting OIG Program Office CORs with aspects of the procurement process.
  • Advising on acquisition procedures. Identifying opportunities for process improvement and efficiency.
  • Developing resources such as Job Aids or Standard Operating Procedures. Developing and/or delivering outreach and training in the acquisition field.
  • Utilizing multiple automated applications, software, and internet website resources to execute duties. Manipulating data in Microsoft Excel and other software to prepare reports and analysis.
  • Coordinating with the OIG Budget Team on contract funding.
  • Advising on acquisition strategy to find the most expedient and effective means to procure services.
  • Advising on best practices in contract administration.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Federal employees are subject to time-in-grade requirements and shall have at least one year of specialized experience at the next lower grade for which you wish to be considered with a ‘meets expectations’ or higher rating of record on your most recent performance appraisal. Current Federal employees may need to compete by applying to a separate vacancy announcement, if required, you will be notified.

Education

Basic Requirements for GS-5 through GS-12

  • A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

    The following table shows the amounts of education and/or experience required to qualify for positions GS-7 thorough GS-12 covered by this standard.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Basic Requirements for GS-13 and Above

  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
