Minimum Qualifications
Minimum Qualifications: Bachelor’s degree and eight years of progressively responsible information technology experience in developing large scale systems comparable to the New York State of Health, three of these years must have been managing multiple teams.
Preferred Qualifications: Successful demonstrated experience in the following areas:
- Leading and overseeing large healthcare information system projects (e.g., planning, design, development, implementation, and operation) to ensure the project is on-time, on-budget, within scope and meets stakeholder needs.
- Working in health and human services at a national, state or local level as well as experience working with Medicaid programs in NY State.
- Managing over 25 staff, including contractors, in a complex IT environment.
- Obtaining federal financial participation for projects.
- Managing vendors, including monitoring of service level agreements and adherence to contract terms.
- Writing and communicating with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency stakeholders.
Duties Description
The Project Director will report directly to the Deputy Chief Information Officer for Medicaid and NYSOH and have responsibility and oversight of the Medicaid Transformation program. The mission of the program is to implement eligibility determinations for the Medicaid complex population utilizing industry best practices, proven frameworks, and modern technologies. New York State will automate as much of the determination process as possible thereby reducing the need for human intervention and in person assistance to the Medicaid complex population.
The incumbent will be responsible for acquisition of adequate resources, contract administration, scheduling and provisioning of resources, and will be the Department of Health’s focal point regarding financial and administrative issues and concerns. The incumbent will oversee a group of at least twenty staff comprised of state employees and contract staff. In addition, the incumbent will have oversight of the system integrator whose staff may number between 50-100 individuals.
The incumbant will work closely with the Office of Health Insurance Programs (OHIP) Division of Eligibility and Marketplace Integration (DEMI), the Division of Operations and Systems (DOS), and the New York State of Health (NYSOH) program to deliver on the goal and objectives of the project. The Project Director will apply a wide range of specialized knowledge, skills, tools and techniques to manage and oversee the Medicaid Transformation program.
Specific duties include:
- Plan, coordinate and lead all program activities for Non-MAGI and complex populations eligibility and enrollment systems development, including the work necessary to establish integration with the Integrated Eligibility System (IES) program.
- Provide direction, leadership, and support for solutions that enhance the Non-MAGI mission critical business operations to ensure alignment with the existing MAGI programs.
- Ensure project plans are up to date, monitor identified risks, and work to ensure impact assessments are completed with proper mitigation plans.
- Coordinate with internal and external entities to ensure there is awareness and support for the program; this includes local departments of social services (LDSSs), vendors and stakeholders at all levels.
- Coordinate with vendors to develop a suitable training, support plan, positive working relationship with stakeholders.
- Work with executive management to identify, recommend, and development of a cost-effective IT solution that meets the needs of the programs which are part of the Non-MAGI/complex population scope.
- Review deliverables from vendors to ensure the deliverables align to the program’s needs.
- Develop a master schedule to ensure alignment of all vendor work and that all necessary business and technical architecture activities are occurring.
- Coordinate and direct activities of the Non-MAGI and complex populations eligibility and enrollment systems along with overseeing integration of the Non-MAGI system with NYSOH and, as necessary, the Integrated Eligibility System (IES) program.
- Provide direction and updates on all Federal documents that need to be produced by the program (i.e. APDUs, Grants, etc.).
- Receive and transmit all official correspondence between vendors and the Department of Health.
