Public Health Analyst

Duties

The Office of Global Health and HIV (OGHH) provides management, coordination and strategic guidance for Peace Corps (PC) global health activities and ensures that the Agency and individual posts implement sound, evidence-based health activities. OGHH works closely with the Peace Corps Regional offices, the Office of Programming and Training Support (OPATS), the Office of the Chief Financial Officer, and other offices to support the agency's priorities. OGHH is also responsible for coordinating the agency's participation in the President's Emergency Plan for AIDS Relief (PEPFAR), which is led by the Office of the Global AIDS Coordinator (OGAC) in the U.S. State Department. This position is primarily to support the Interagency Collaborative for Program Improvement (ICPI), based at OGAC, which brings together public health experts from PEPFAR's seven interagency partners, including Peace Corps, under one roof to serve as a catalyst for data-driven, objective, and transparent interagency decision-making. This position sits on the Monitoring and Evaluation (M&E) team in OGHH and provides analytic and evaluative support to Peace Corps and ICPI/PEPFAR to improve health programs. I

The Public Health Analyst performs the following major duties:

  • Performs complex analysis utilizing software packages (e.g. Tableau, RStudio, PowerBI) across dispersed sources including data extraction, management, cleaning, and analysis procedures.
  • Develops data products such as dashboards, pivot tables, visual reports, maps and others that synthesize data from PEPFAR and/or Peace Corps health sector data sources using software such as PowerBI, Tableau, Excel, RStudio.
  • Provides technical assistance to agency staff and PEPFAR country team staff in data collection, analysis, and interpretation via telephone, webinars, and in person country visits.
  • Provides expertise on adult learning practices to increase effectiveness of capacity building efforts around data literacy and M&E within ICPI and Peace Corps.
  • Utilizes M&E methods to develop criteria to judge program effectiveness, and plans to evaluate the agency's health programs.
  • Participates and consults in various Peace Corps and interagency working groups on health and data related issues.

Peace Corps Information
  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.

This vacancy is being announced at one grade level: FP-03

Specialized Experience at FP- 03: To be minimally qualified for this position at the FP- 03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: experience providing analytical and evaluative support to for the purpose of improving the effectiveness, quality, and efficiency of health related programs; providing substantive capacity building of analytics; and serving as a consultant for evidence-based programs, or issues of a complex nature in terms of their scientific or technical implications.

In addition to meeting the specialized experience, this position has a positive education requirement you must meet as well: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.

The reflected salary on this announcement does includes locality pay. We will use federal pay setting procedures to establish the selectee's pay and for initial appointments in the federal government, salary will be set at the step 1 of the grade offered.
