County of San Mateo Health is seeking a well-qualified individual for the position of Quality & Data Management Analyst-Alcohol & Drug Services to provide a wide variety of administrative, analytical, and work-flow support to assigned departmental activities including financial and performance goal management; analyze programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conduct needs assessments, feasibility studies, and evaluations for assigned projects and programs; develop, summarize, and maintain administrative and fiscal records; foster cooperative working relationships among County departments and act as liaison with various community, public, and regulatory agencies; and perform related work as required.
The current vacancy is an unclassified position that will work in the Behavioral Health & Recovery Services (BHRS) Division’s Alcohol & Other Drug (AOD) Services Unit located in Belmont, CA, and will travel/drive to attend local and state level meetings, meet with providers, partners and other county staff. Some telework may be available.
This position will work in the Alcohol & Other Drug (AOD) Services Unit to support quality and compliance within the County’s continuum of substance use disorder (SUD) treatment services. This Management Analyst is a new position that will also advance how data is used to plan and implement substance use disorder (SUD) services in AOD, specifically for the Drug Medi-Cal Organized Delivery System (DMC-ODS), California Advancing and Innovating Medi-Cal (CalAIM), and the federal Substance Abuse Block Grant (SABG).
The Management Analyst will work closely with the AOD Leadership Team and with other key staff from BHRS including but not limited to: Quality Management, Contracts, Management Information System, Finance, Office of Diversity and Equity, and regional mental health and specialty clinics. Additionally, the Management Analyst will build and maintain relationships within San Mateo County (SMC) Health, other County Departments, the contracted SUD provider network, and community partners.
Duties of this position will include, but are not limited to, the following:
Assist in developing goals, objectives, policies, procedures, work standards, and administrative systems for the SUD system of care.-
Analyze program performance, utilization trends, demographics, and other aspects of the substance use disorder (SUD) system of care and make improvement recommendations for future planning.

Develop, implement and maintain standard reports to monitor accessibility and timeliness of services and to support efforts to increase racial equity.

Create and maintain an SUD network provider manual of relevant policies, program and administrative requirements and make available online for provider access.

Train provider staff on administrative and programmatic requirements.

Track new SUD policies requirements and implementation status as needed for DMC-ODS, CalAIM, and SABG.

Assist in the preparation of administrative and programmatic data to meet DHCS annual compliance and network monitoring requirements for DMC-ODS, SABG, and CalAIM.

Develop administrative and programmatic monitoring tools to track submission of required DHCS reports for DMC-ODS, SABG and CalAIM.

Develop and oversee contracts related to the technical assistance needs of AOD staff and providers.

Develop and implement SUD procurement processes to identify contractors and/or consultants in partnership with contracts.

Cultivate close working relationships with key stakeholders, including SUD service providers, and other County and community partners.

Enhance and oversight of data quality review process, data entry training support, and other initiatives to ensure high quality data.

Present data to a variety of audiences, including County staff and leadership, elected official, committees or commissions, BHRS service providers, and public meetings.

Analyze, interpret, and present data in effective and meaningful ways.

Perform related duties as assigned.
The
ideal candidate will possess the following.

Significant experience in substance use treatment, including Drug Medi-Cal and Substance Use Block Grant (SABG) regulations and data and reporting requirements.

Four or more years of experience in the field of behavioral health, public health, or a related health or human services field.

Significant experience in project management, including establishing objectives and priorities and managing timelines and resources.

Experience in fiscal and data analysis, reporting, and creating dashboards.
-
Knowledge of and experience in data quality management.

Experience in developing policies, procedures, and tracking implementation status and compliance.

Understanding of the national landscape of substance use services programs is strongly preferred, including knowledge of federal and state rules and regulations related to substance use services, evidence-based or promising practices, and data and reporting requirements.

Experience in the use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis.

Culturally competent in working with diverse communities.

Strong interpersonal, facilitation, analytical, public speaking, problem solving, and project management skills.

THE DIVISION
Behavioral Health and Recovery Services is a division of San Mateo County Health. BHRS offers a broad spectrum of services for children, youth, families, adults and older adults in San Mateo County for the prevention, early intervention and treatment of mental illness and/or substance use conditions. We support treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve.
Alcohol and Other Drug Services is a unit within BHRS, which provides leadership and advocacy, supports effective prevention approaches and quality addiction services, and educates the community about substance use and its related impact on individuals, families and communities. Our continuum of substance use treatment services includes: outpatient, intensive outpatient, residential services, withdrawal management, medicated assisted treatment, and recovery service. Services are provided through a mix of county delivered services and contracts with community-based providers.
AOD serves uninsured County residents, and individuals who are eligible for Medi-Cal in San Mateo County regardless of documentation status. We serve adolescents, individuals pre/post pregnancy and with children, diverse racial and ethnic residents, and those who require language assistance/interpreter services, people with disabilities, and those identify as lesbian gay, bisexual, transgender and intersex (LGBTQI+). Most of our clients have complex needs and have histories of homelessness, justice system involvement, trauma, and require care to be coordinated to meet mental health and physical health needs.
