Regulatory Advisor

Our client, a major Oil & Gas company, is looking for a Regulatory Advisor to work on an initial 12-months contract in Sabine Pass, TX

Assist the Sr. Regulatory Analyst and lead various aspects of the Golden Pass regulatory compliance program. Coordinate the upload of LNG Terminal and natural gas PL obligations & regulatory requirements, proposed & modified rules & requirements into company databases including management of the databases. Coordinate internal regulatory assessments including report creation & closeout. Provides support for the activities associated with regulatory agency inspections.

Essential Duties / Functions

  • Coordinate the disposition of regulatory obligations and permit conditions into company regulatory databases (i.e., to Excel & Enablon) from various sources. Manage these databases to ensure proper functionality and that requirements are disseminated to appropriate stakeholder within the required time. Lead workshops and training to communicate business impact to impacted parties, as necessary.
  • Lead in the data mining and evaluation of emerging legislation and proposed rules applicable to LNG and natural gas pipelines to determine necessary training or program modifications required for compliance management. Collaborate with the business, Operations, Public & Government Affairs and Legal support to determine rule impact. Write up and communicate requirement findings to supervisor, business stakeholders & Sr. management. Manage requirements in appropriate company databases. Lead workshops and training to communicate business impact to impacted parties.
  • Facilitate internal regulatory assessments & inspections including preparation, final document closeout and action item follow-up. Work with appropriate stakeholders (i.e., Operations, Maintenance, Engineering) to address areas of improvement identified in the assessments & inspections as well as any needed changes to processes or procedures. Provide support as the regulatory representative in Golden Pass Management System (GPMS) internal & external assessments.
  • Support the preparation for agency inspections (i.e., PHMSA, FERC, TCEQ, LDEQ) in coordination with applicable stakeholders including, but not limited to completion of PHMSA LNG and Gas Transmission IA Question Sets. Provide support during inspections, a post inspection summary report as necessary and responses to agencies.
  • Responsible for certain external regulatory notifications (i.e., reportable incidents) and reporting obligations (i.e., required regulatory reports) for the company.
  • Support the development and/or modification of company regulatory compliance plans and procedures and facilitate the update of these plans, procedures, and training to maintain compliance.
  • Provide regulatory interpretations as needed with written report to supervisor including the draft of decision registers (or similar company regulatory decision document).
  • Identify potential areas of compliance vulnerabilities or risks and provide report(s) to supervisor and other business stakeholders.
  • Maintain working knowledge of regulatory requirements, company procedures and documents to satisfy those requirements.
  • Lead in the development and implementation of company regulatory training programs.
  • SME review of MOC’s for compliance validation
  • SME in Operations procedure reviews and ensuring procedure updates are maintained in accordance with the regulations.
  • Lead in safety related incident management issues on behalf of the regulatory department
  • GPMS 4B “Compliance with Laws, Regulations & Permits” Subject Matter Expert
  • Identify and communicate key business risk through GPMS 4B, 6C and input to the annual budget
  • GPMS 11A “GPMS Assessments” Administrator role
  • Potential Incident Management Team Liaison Officer backup
  • Periodic regulatory gap assessment of company manuals, procedures, and regulations (i.e., Safety Manual/ OSHA gap assessment)

Minimum Requirements

Minimum education required of the position - Bachelor’s degree in engineering or Natural Sciences or equivalent experience
Minimum experience required of the position - 5 years in regulatory management or similar industry.

A minimum of 2 years’ experience in LNG and/or PHMSA regulated pipelines.

Minimum knowledge, skills and abilities required of the position.

  • Experience with FERC, PHMSA (Part 193 & 192), USCG and TCEQ as they relate to the operation of LNG, natural gas (NG) pipelines and NG pipeline compressors. Experience with these agencies related to the construction, commissioning and startup of these facilities will be considered. Experience with PSD NSR, GHG and Title V air permits preferred.
  • Experience managing regulatory dialogue in the U.S. and working closely with U.S. regulatory agencies, especially FERC & PHMSA
  • Proficient in MS Office Suite including Word, Excel, Access & PowerPoint. Experience with Enablon preferred.
  • Ability to interface & effectively communicate with different business functions and regulators.
  • Excellent research, written and verbal communication skills.
  • Initiative-taking, self-directed
  • Effective communicator at all levels of an organization with individuals and groups from different disciplines, industries, and governmental agencies
  • Proficient data analytics capabilities
  • Strong organization, time management, planning & scheduling skills required.
  • Ability to multi-task and function in a highly dynamic environment
  • Corporate or consulting experience in designing and implementing compliance programs preferred.
  • State issued current and valid driver’s license – pursuant to PHMSA, this is a DOT covered position with all applicable laws and regulations pertaining thereof.
  • Must maintain Transportation Worker Identification Credential (TWIC) card.
