PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. The Safety & Emergency Response (S&ER) Manager oversees the health, safety, and emergency response functions at the site. They manage a team of 35 professionals focused on field safety, industrial hygiene, and emergency response activities. The role demands sound knowledge of regulatory requirements, best practices in safety and emergency response, and effective communication skills.
Primary Responsibilities:

Responsible for all Health & Safety and Emergency Response policies, procedures, and guidelines, ensuring compliance with local, state, and federal requirements.

Delegates responsibility for site safety systems, procedures, and orders, ensuring they are up-to-date and meet regulatory guidelines and industry standards.

Monitors and analyses safety data to identify trends and propose solutions to improve the facility’s safety performance.

Develops and delivers safety-related training, collaborating with the Learning & Development organization.

Serves as co-chair of the Joint Health & Safety Committee (JHSC)

Conducts incident investigations.

Oversees professional development of employees in personal safety systems, industrial hygiene, and emergency response.

Engages with key stakeholders to identify, understand, and resolve safety issues.

Manages the budget and assets related to safety and emergency response functions.

Responds to facility emergencies, manages the Emergency Operations Center (EOC), and acts as a liaison during emergencies.
Qualifications:
-
A degree from an accredited college in a safety or health-related program.
-
Minimum fifteen (15) years of experience in an industrial setting.

Prior leadership experience, preferably in Health, Safety, Security & Environment (HSSE).

Knowledge of OSHA regulations, DOT, USCG, EPA, TDSHS, TCEQ, TGLO, and other relevant agencies' regulations.

Certification in ISC 100, 200, 700, 800, and knowledge of industry standards/practices including NFPA, ANSI, API.

Prior experience in interfacing with local, state, and federal government agencies.

Strong IT skills and ability to deliver engaging and effective training.

Strong verbal and written communication skills.
