The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. The staff at the UCPath Center work in a variety of areas including business operations, customer service, quality management, technology, training, human resources and communications. POSITION SUMMARY

Uses skills as a seasoned, experienced payroll professional with a full understanding of industry practices and organizational policies and procedures. Works on complex payroll problems where analysis of situations or data requires a review of a variety of factors. Exercises judgment in selecting methods and techniques for obtaining solutions. Utilizes contacts within the payroll office and across the organization.

Key Responsibilities

  • 50% • Applies payroll concepts to perform complex analysis regarding pay processing adjustments, including retroactive pay, tax withholding, deductions, garnishments and overpayment. • Documents payroll processes and procedures. Updates internal documents to ensure all processes are aligned and current. Provides analysis for complex payroll projects, defect resolution such as verifying tax compliance, resolving payroll issues, and various State and Federal regulations. Other complex matters include addition to specialty payments, taxation and benefits. Requires in depth analysis of payroll files, interface error logs, and monitoring audit reports during the processing cycle.
  • 20% • Coordinates, trains, and advises payroll staff and external partner administrators on interorganization payroll processes with UC Policy understanding as well as PeopleSoft processes. • Provides training to payroll processors for UC Staff and Academic processor on payroll topics such as preparation of payroll including labor distribution records, vacation and sick leave accrual, deductions, garnishments, overtime and withholding status.
  • 20% • Serves as a department lead on the daily basis. Provides internal training to new team members. Works closely with supervisor, managers, leadership, Office of the President, IT and external partners to ensure all parties are aligned before any changes are made to system and processes. Review processes and find ways to streamline where needed. • Provide assistance and support to team members and new hires to ensure tools/resources and proper access to systems.
  • 10% • Engage in cross collaboration and teamwork with work groups across UCPath. • Responsible for updating internal process documents with legislation, taxation and process changes. • Support all Payroll activities and act as subject matter expert and respond timely to escalated issues, questions, trends. • Escalates to leadership of potential or expected processing or compliance related issues.

Required Qualifications

  • Thorough knowledge of all payroll processes, policies, and procedures; knowledge of organization-specific computer application programs. Experience and proficiency in PeopleSoft HCM.
  • Ability to exercise critical judgment in defining and developing system requirements and implementing polices and processes. Ability to promote and implement changes to current practices and processes.
  • Ability to prioritize, streamline and accomplish assigned projects. Ability to maintain flexibility and quickly address changing priorities.
  • Demonstrates advanced problem solving and analytical skills. Ability to accomplish assigned projects without compromising the integrity of the UCPath Center and/or University of California policies and procedures. Ability to think strategically and focus on the accomplishment of the UCPath Center mission and priorities.
  • Strong mathematical skills.


Education

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

ADDITIONAL INFORMATION

This position will work a hybrid schedule which includes a combination of working both onsite at the UCPath Center in Riverside and remote in California.
