The Federal Reserve Bank of Dallas (Dallas Fed) promotes a strong financial system and healthy economy in the Eleventh Federal Reserve District, which includes Texas, northern Louisiana, and southern New Mexico. Our mission is to serve the interests of the American public by informing and influencing our nation’s monetary policy, fostering financial stability, and delivering quality services to the United States government and the financial institutions in our region. Although established by Congress we are independent of government.
The Dallas Fed’s responsibilities are wide-ranging. We actively work with government, the financial industry and community to conduct economic research and gather perspectives from our region to bring to national conversations about monetary policy; ensure our banking system is safe, accessible, and secure; help maintain a reliable supply of cash and support digital payment; and ensure that all people in our district have opportunities to build a bright economic future. Our success depends on actively connecting with the people and communities we serve.
Major Responsibilities:
The Senior Policy Writer prepares speeches and other communications for top management. The incumbent incorporates Bank principles and strategy and collaborates with senior leadership and subject matter experts to compose material appropriate to both speaker and audience. The incumbent may be assigned a wide range of editorial projects for external and internal audiences, including speeches, talking points, white papers, opinion pieces, social media, blog posts, correspondence, and other stakeholder communications conveying the Dallas Fed’s public policy perspectives. The senior policy writer reports through the Assistant Vice President, Policy Analysis, to the Senior Vice President and Senior Advisor to the President.
Job Description
  • Writes speeches and extensive range of other communications under the byline of the President and CEO targeted at internal and external audiences.
  • Effectively incorporates management and public policy philosophies and clearly articulates the visions and ideas of the President for a range of audiences, including economists, market participants, journalists, government and legislative leaders, executives, professional organizations, and Bank employees.
  • Works closely with the President's senior staff to develop communications.
  • Partners with other communications staff to ensure all internal and external communications align with overall communications strategy and approach.
  • Supports other communications as needed and may collaborate with subject matter experts across the Bank to co-author blog posts or other policy analyses.
  • Some degree of creativity and latitude is expected.
The Person:
  • Superior writing abilities. Clear, clean, fast and engaging writer, with story-telling skills honed in a high-quality, deadline-driven environment. Demonstrated success in writing for a variety of formats.
  • Able to capture the voice of senior leaders in writing.
  • Critical thinker capable of synthesizing complex ideas and putting together crisp, logical arguments.
  • Demonstrated capacity to write about public policy issues relevant to the Federal Reserve’s mission and to communicate technical, quantitative ideas to a general audience.
  • Knowledge of economics and finance a plus.
  • Strong interpersonal skills and demonstrated ability to work collaboratively in a matrixed environment.
  • Effective organizational skills and ability to manage multiple projects simultaneously with limited supervision and within specified deadlines.
  • High degree of personal integrity; maintains confidentiality of privileged and sensitive materials.
  • Bachelor’s degree in business, economics, finance, public policy, journalism, or a related area, or equivalent experience.
  • At least 5 years of relevant work experience. Candidates with less experience may be considered at the level of Policy Writer.
  • Ability to travel up to 10%.

Ethics Considerations and Prohibited Activities
Employees of the Bank are subject to federal statutes that prohibit financial conflicts of interest. In addition, the Bank’s code of conduct generally prohibits activities such as:
  • Outside activities that are inconsistent with employee’s duties and responsibilities, e.g., holding a position as a director of a publicly traded company.
  • Certain partisan political activities, such as fundraising or holding partisan elected office.
  • Certain investments, including equity or debt security purchases of individual companies; investments in individual corporate bonds, municipal bonds, or asset-backed securities; investments in agency debt or mortgage-backed securities (directly or indirectly) or entering into derivatives are prohibited.
Notes:
This position requires access to confidential supervisory information and/or FOMC information, which is limited to “Protected Individuals” as defined in the U.S. federal immigration law. Protected individuals include, but are not limited to, U.S. citizens, U.S. nationals, and U.S. permanent residents who either are not yet eligible to apply for naturalization or who have applied for naturalization within the requisite timeframe. Candidates who are not U.S. citizens or U.S. permanent residents may be eligible for the information access required for this position and sponsorship for a work visa, and subsequently for permanent residence, if they sign a declaration of intent to become a U.S. citizen and meet other eligibility requirements. This position is required to be located at the Dallas Fed’s offices in Dallas, Houston, San Antonio or El Paso. A relocation package may be offered. The position requires local and out-of-state travel as business needs dictate.
We use a hybrid work schedule that allows remote work but requires on-site work (in the office) based on business needs.
