Summary: Known as a Site Observer, this position provides protection for Owners and Clients against defects and deficiencies in the work performed by third-party contractors. This is accomplished through observations of third-party contractor’s work in progress and field checks of materials and equipment. A Resident Project Representative 1 (RPR1) works under the close supervision of higher-level resident project representatives. A RPR1 typically observes one contractor on one job site involving a single construction discipline.

General Responsibilities:

  • Under the guidance of a supervising RPR, observes and documents construction work
  • Depending on skill level, uses written and/or electronic media to describe job site events
  • Travels where necessary to provide representation on job sites and projects
  • Receives and processes samples of construction work
  • Helps to manage residents, property owners, and bystanders to ensure site safety and productivity
  • Participates in Safety Risk Assessment
  • Prepares reports as required by the supervising RPR

Required Education/Licenses:

  • High school diploma or GED required. Associates degree in Civil Engineering Technology or a minimum of 5 years experience in a related construction field preferred
  • One or more of the following certifications is required: Certification by a State Agency in Erosion Prevention and the National Association of Sewer Service Companies (NASCCO) Pipeline Assessment & Certification Program
  • In lieu of appropriate certifications and experience, a Bachelor of Science Degree and 0 to 2 years total experience with manager’s recommendation is required

Required Experience:

  • Strong verbal and written communication skills
  • Able to perform basic algebra, geometry, and trigonometry calculations
  • Basic computer skills including word and excel and use of a tablet
  • Able to take direction in a high-stress and time-sensitive environment

Physical Requirements:

  • Driving to and from job sites
  • Ability to walk pipe easements of two miles in difficult terrain and remain on feet all-day
  • Ability to lift 50 lbs. unaided and to shift 150 lbs. with a lever (manhole cover)
  • Able to work under exposure to inclement weather conditions
