The Division of Emergency Management’s mission is to coordinate emergency services and efforts to governmental agencies to reduce the impact of disaster on person and property. The Division of Administrative Services maintains the business operations of human resources, finance, purchasing/contracting, and legislative activities. HUMAN RESOURCES ADVANCED • This position will serve as a Manager and Supervisor* Job Location: 5635 East McDowell Road Phoenix, Arizona 85008 Posting Details: Annual Salary Range: $56,098 - $78,543 Grade: 24 This position will remain open until filled Job Summary: This position is responsible for leading and mentoring the DEMA HR analysts in carrying out a variety of tasks to include; recruitment, HRIS data entry, position classification, employee compensation, personnel records management, new hire on boarding, I-9 management, ASRS/ PSPRS enrollments and administration, leave and benefits; FMLA/ ADA/ LWOP. Manages and sets the priorities for the HR analysts to ensure timely and accurate business workflow; coordinates work activities with other agency supervisors and external partners. Researches and analyzes multiple sources of data to make recommendations on how DEMA can improve their workplace culture. Establishes and deploys continuous improvement activities in accordance with the Arizona Management System. Decisions and problem-solving are guided by policies, procedures, business requirements, and customer need. Creates, modifies and implements policies, procedures, and standard work. Job Duties: • Manages the HR analysts activities and tasks which includes recruitment, HRIS data entry, classification and compensation, leave and benefits, Arizona retirement plans, employee performance reviews, personnel records maintenance. Sets priorities for the team to ensure timely and accurate business decision. Creates a positive workplace environment of collaboration, coaching by utilizing the Arizona Management System • Provides employee relations consultation to DEMA employees and managers ensuring HR maintains a positive relationship with internal and external customers by handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others on matters relating to human resources. Provides employee relations counseling, guidance, and resolution as needed to agency supervisors and employees. Conducts internal investigations into allegations of discrimination and employee misconduct and provides recommendations on findings and appropriate disciplinary actions. Solves complex, unique, and sensitive actions while mitigating liabilities to the agency. Confers and collaborates with DEMA's Legal Counsel, Attorney General's Office and ADOA as needed • Maintains oversight of all aspects of the agency's State Active Duty (SAD) and Federal Supervisor programs as well as the recruiting, interviewing, selecting, and hiring processes and actions. Evaluates related processes and implements changes to minimize vacancy times across the agency. Provides leadership and guidance to identify alternatives based on legitimate business needs. Ensures compliance with all federal and state employment laws, statewide policies, and DEMA policy and directives • Identifies human resources related training needs within the agency, and develops and presents relevant human resources training programs to meet agency needs. Develops training materials or utilizes established ADOA training materials for use in agency training programs. Ensures employee compliance with required training by reviewing training reports and communicating compliance levels to supervisors • Participates in the establishment of human resources related policies and procedures as needed to incorporate changes to policies and agency directives. Adheres to all departmental policies and procedures, departmental structure and functions, and state and federal employment laws, rules, and regulations • Will represent the agency in an acting capacity as the HR Director as needed • Other duties as assigned as related to the position Knowledge, Skills & Abilities (KSAs): Knowledge: • Agency policies and rules and regulations as they apply to the functions of the assigned unit • Current principles, practices and methods in the management of a large HR program • Principles and practices of modern organizational development • Arizona Public Safety Personnel Retirement System • High level knowledge of MS Excel/Google Sheets • Federal and state statutes, rules and regulations • State of AZ Recruitment practices and policies • State of Arizona Compensation Strategies • Arizona State Retirement System • Arizona State Personnel System • Position classification system • HRIS Data Entry Skills: • Synthesizing diverse issues and information making inferences from written materials • Developing and implementing various improvement initiatives for assigned programs • Analyzing diverse situations/issues and determining actionable solutions • Designing and deploying HR initiatives to assigned agency/staff • Researching, collecting, and analyzing data and reports • Communicating effectively verbally and in writing • Establishing priorities among conflicting needs • Conflict management and mediation • Google Suite Applications / GMAIL • Directing a diverse group of staff • Policy development • Data Analytics Ability: • Decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service • Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations • Negotiate and apply reason persuasively to resolve employee relations issues while embodying DEMA values • Coach and develop employees, including continuous improvement practices and principles • Demonstrate continuous effort to improve operations and streamline work processes • Perform research, collect and analyze data and report information • Comprehend and make inferences from written material • Demonstrate continuous effort to improve operations • Adapt to changing priorities and business needs • Collaborative and results focused Preferred Education, Licensure, & Certification: • Five (5) or more years of Human Resources experience in a state or municipal government agency • 2 years of supervisor experience; knowledge of military organizations and structures Required Education, Licensure, & Certification: • Employee must be able to achieve a favorable Tier 1 federal investigation for the purpose of Common Access Card (CAC) approval to permit federal IT system access • Requires possession of and ability to retain a current, valid state-issued drivers' license appropriate to the assignment • Requires the ability to obtain and retain a valid AZ DPS Fingerprint Clearance Card (see A.R.S. 26-103) • In state travel is required If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
