This Unit provides support for highway design and construction projects by coordinating all required utility, railroad, and irrigation ditch company accommodations in order to enable timely completion of projects for advertisement and construction. You will have the opportunity to assist the Region Utility Engineer in the administration and enforcement of CDOT's Utility Accommodation Code and Damage Prevention Law, as well as provide critical utility clearances to Federal Highway Administration (FHWA), Local Agency and CDOT projects to meet scheduled advertisement dates. As you gain in knowledge and experience, there are several opportunities for advancement.Your duties and responsibilities will include, but are not limited to, the following:• Assist CDOT with the identification of utility conflicts on highway construction projects; review construction plans; typical projects would be aerial and buried utility locations related to intersection lane widenings and proposed traffic signal installations.• Engage utility, irrigation and railroad companies to review and confirm identified conflicts.• Collaborate with utility companies and CDOT’s contractor with utility related relocations, modification, or new installations.• Schedule meetings with utility owners; attend meetings with the Region Utility Engineer to assist in addressing, resolving and documenting design, construction and/or scheduling issues and other conflicts.• Draft utility relocation agreements and memorandums of understanding that define the roles and responsibilities of the contractor and the utility owners.• Assist with determining utility, railroad and irrigation owners' eligibility for reimbursable expenses according to all rules and regulations.• Obtain and verify legal documentation to determine property ownership and right of occupancy.• Assist with document preparation for utility, irrigation ditch and railroad companies for reimbursable and/or non-reimbursable expenses; review billings for completed work and ensure compliance with the contracts and all rules and regulations.• Develop maps and other documentation for existing utilities to be incorporated into each construction project. Conduct field verifications of all facility locations.• Interpret utility key maps for designers.• Review all preliminary and final design plans to ensure that they are accurate and complete.• Draft utility and railroad specification documents and prepare written certification to proceed with construction.• Serve as a primary contact to utility companies on assigned utility relocations.• Other job duties as assigned.Work Environment:• Daytime work hours, Monday-Friday• Approximately 10% spent in the field, 90% spent in the office• Travel required during work hours throughout Metro Denver/Front Range for field visits, meetings, and training• Occasional overnight travel 1-3 times a year throughout Colorado• Required to operate CDOT vehicles• Required to work in close proximity to heavy traffic• Required to perform field visits to collect data, which requires work in a variety of weather conditions and terrain, as well as in active construction sitesMinimum Qualifications• High school diploma or GED.• AND at least 4 years of full-time work experience in any combination of the following: assisting in the design of construction plans, monitoring construction projects by conducting materials testing, project inspection, and documentation.Substitutions:• College or university coursework in Construction Management, Engineering, Engineering Technology, Mathematics, Physical Sciences or other field of study related to the duties of this position may substitute for the required experience on a year-for-year basis.Please Note: The required experience must be substantiated within the work experience section of your application. “See Resume” statements on the application or resumes in lieu of a complete application may not be accepted.
