Illinois National Guard members currently serving should provide a memo from their command showing dates and status. Retired/inactive members should provide their NGB22 and/or DD214. Essential Function 1 Under general direction of the Director, Information Management, functions as a specialist. • Administers the state records management program to include Records Holding Area (RHA) and Electronic Records Holding (eRHA) operations. • Maintains all physical and electronic records for the state and/or installation. • Monitors updates to records management system and National Archives and Records Administration (NARA) rules and regulations to update organization specific guidelines, standard operating procedures, and policies. • Advises units and activities on the policies and procedures for records retirement and disposal. • Receives and reviews incoming records to be placed in the RHA, ensuring that they meet criteria for storage eligibility. • Maintains the eRHA to include proper data storage, redundant backup, periodic server and software upgrades. Essential Function 2 Assists in the administration of the Freedom of Information Act / Privacy Act (FOIA/PA) Program. Essential Function 3 Assists in Forms and Publications Management. Essential Function 4 Expands and improves the control system for the various Administrative Services Activities' supplies and monitors current preventative maintenance program on equipment. Essential Function 5 Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. Minimum Qualifications 1 Requires knowledge, skill, and mental development equivalent to completion of four years of college (preferably with courses in business administration, computer science or information technology). Minimum Qualifications 2 Requires one year of responsible administrative experience in a public or private organization or completion of an agency approved professional management program or technical experience in working with technical products and services. Preferred Qualifications 1 Prefers ability to interpret IT products and services Preferred Qualifications 2 Prefers ability to assess an issue and make a recommendation for the tools and/or equipment needed to address the problem. Preferred Qualifications 3 Prefers knowledge of Microsoft Office and database systems. Preferred Qualifications 4 Prefers knowledge of ILARNG, ILANG, and DOD procedures and units. Preferred Qualifications 5 Prefers excellent organizational and follow-up skills. Employment Condition 1 Requires active or retired (minimum of 20 yrs) membership in the Illinois National Guard or retired (minimum 20 yrs) US Armed Forces, if last duty assignment was with the Illinois National Guard. Employment Condition 2 Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer. Employment Condition 3 Requires possession of an appropriate valid driver's license. Employment Condition 4 Requires working knowledge of Agency programs, rules and regulations. Requires a working knowledge of ILARNG, ILANG, and DOD procedures and units. Employment Condition 5 Requires working knowledge of English composition and grammar. Employment Condition 6 Requires elementary knowledge of photographic and graphic arts principles and practices. Employment Condition 7 Requires ability to lift and carry 70 lbs., i.e., heavy boxes of mail and/or supplies, etc. Employment Condition 8 Must successfully complete required training to be a certified mail handler within the first 90 days of employment.
