The HR Manager coordinates implementation of services, policies, and programs through various embedded Human Resources staff within multiple Indiana Department of Transportation (INDOT) districts; reports to the Human Resources Director of INDOT; and assists and advises agency partners and assigned agency Directors on Human Resources issues. The work consists of planning, developing, coordinating and evaluating human resources programs for the State Personnel Department. The employee provides consultation, facilitation and/or management for the development, implementation, monitoring and coordination of human resources functions (e.g. FMLA, STD/LTD/WC, Training, New Employee Orientation, policy review and development) for the State Personnel Department. Provides guidance and consultation to agency executives, divisions and local office staff pertaining to human resources issues (e.g. employee relations, policy and procedures). A Day in the Life:
Oversees and manages the work of assigned human resource staff. Coaches, mentors, develops, and evaluates the performance of subordinates; Advises management on the formulation and administration of plans and policies for human resource activities; Acts as an internal consultant by analyzing and recommending solutions to human resource issues relating to assigned program or section area; Develops, revises and implements human resource policies and procedures; Prepares and maintains special internal and external reports utilizing PeopleSoft; Answers non-routine requests for information on policy interpretation; Develops, coordinates, and recommends changes for improvement in workflow; Develops methods and procedures for compiling and analyzing data; May lead special cross-functional teams; Consults with internal and external managers on staffing issues, succession planning, workforce planning, etc Partners with others in HR and operations to ensure best practices and the most efficient customer service is delivered; Assesses organizational development needs of operating, business functional units; May lead the design, development and implementation of programs, policies and strategies tailored to meet OD needs and program goals; Evaluates strategies and programs to measure the achievement of established goals; Manages and develops strategic compensation analysis and initiatives; Maintains project plans; Establishes timelines for project milestones and completion; Identifies, evaluates, and resolves employee relations, employee morale, work performance, and organizational productivity concerns; Conducts, coordinates, or facilitates HR-related investigations, pre-deprivation meetings, or responses to regulatory requests; Responds to or participates in the unemployment insurance adjudication process; Maintains compliance with federal and state regulations concerning employment; Performs related duties as assigned. Broad knowledge of the principles, laws, regulations, theories and practices of Human Resource Management/Administration and Organizational Development; Extensive knowledge of Indiana State Government:
organization, needs, policies and procedures; Considerable knowledge of SPD policies and procedures; Advanced knowledge of project management principles; Extensive knowledge of the laws, rules, regulations and policies as defined by the State Personnel Department and formal grievance procedures; Ability to analyze policies and procedures and be able to recommend improvements; Excellent oral and written communication skills; Ability to work independently, anticipate problems and initiate corrective actions; Excellent problem-solving and analytical skills; Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division/local office or facility/statewide; Ability to effectively prioritize a variety of projects and functions; Ability to research and document findings; Ability to establish and maintain effective working relationships; Ability to formulate policy and manage multiple projects with competing deadlines.
