IntroductionThis position is limited to current employees of the State of Maryland only.GRADE23LOCATION OF POSITIONMaryland Cannabis Administration, Office of Information Technology, Linthicum, MarylandMain Purpose of JobThis position will oversee the day-to-day activities of the Maryland Cannabis Administration (MCA)'s Office of Information Technology (IT). The Chief Information Officer will support the mission, goals and objectives of the MCA by providing executive management and technical direction of all aspects of information technology within the MCA. This position will also serve as a principal advisor to the Chief of Staff, Director, and other senior staff members, in regards to the application of information technology and systems within the agency.In addition, this position will serve as the primary liaison between the MCA and the Department of Information Technology (DOIT). This position will be responsible for planning, coordinating, monitoring, and implementing complex IT programs, in order to meet organizational goals and legal requirements. This position will also be responsible for supervising the activities of IT department staff members, as well as for supporting the implementation of a new enterprise management system.Furthermore, this position will be responsible for conducting assessments of agency systems, along with researching and staying up to date on innovative systems and enhancements which will benefit the MCA. Finally, this position will be responsible for the development and management of the IT budget and expenditures, while also making decisions regarding personnel actions, including hirings, terminations, and promotions.MINIMUM QUALIFICATIONSEducation: A Bachelor's degree from an accredited college or university in Computer Science; Computer Information Technology; Information Security; Cybersecurity; and/or a related field(s).Experience: Five (5) years of experience working in an Information Technology (IT) environment, including supporting IT initiatives, budgets, procurements, and projects, as well as two (2) years of direct management of IT technical staff and resources.DESIRED OR PREFERRED QUALIFICATIONSThe desired candidate should have experience analyzing IT resource needs and formulating feasible recommendations regarding technology solutions. The desired candidate should also have supervisory experience, along with internal and external customer service experience. Additionally, the desired candidate should have experience communicating and collaborating with vendor representatives.Finally, the desired candidate should possess any of the following certifications: Project Management Professional (PMP) Certification; IT Information Library Foundations Certification (ITIL); Certified Information Systems Security Professional (CISSP); Certified Information Technology Professional (CITP); Certified Chief Information Officer (CCIO); and/or Certified Cloud Security Professional (CCSP).LIMITATIONS ON SELECTIONThis position is limited to current employees of the State of Maryland only.SELECTION PROCESSThis is a Management Service position and serves at the pleasure of the Appointing Authority.
