We’re a mission-focused financial institution looking for someone experienced in vendor management, quality control or program monitoring to perform program compliance audits of various grant programs offered in the Single Family division of Minnesota Housing. The programs provide funding for affordable homeownership housing development, purchase and rehabilitation projects.Essential Job Duties• Perform Organizational, Financial and Program monitoring for a variety of loan and grant programs at administrator/lender offices throughout the State of Minnesota and by a desk-top review method. Monitoring includes review of administrator materials and identify non-compliance with requirements.• Create monitoring reports that contain the results of monitoring activities of awards.• Deliver results of monitoring activities to administrators, lenders, program managers and Single Family leadership.• Work with the program managers on remediation activities for any findings resulting from monitoring visits.• Provide feedback and input into monitoring procedures.• Collaborate with various program teams to improve the program procedures as needed, based on information learned during monitoring.• Stay abreast of program changes to apply monitoring procedures appropriately to each program.• Perform other duties as assigned.Minimum QualificationsTo be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.• Three (3) years of program monitoring, quality control reviews, compliance audit experience, vendor management, or program management experience with a Minnesota Housing partner administering Single Family grant program(s) or in a financial services organization that performs similar functions. A Bachelor’s degree in Finance, Accounting, Business, Financial Services or Communications may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience• Technical skills and proficiency with experience in Microsoft Office products (Outlook, Word and Excel) used to communicate and schedule meetings with administrators and document the results of the monitoring activities for internal and external use.• Ability to develop thorough understanding of program related policies and procedures and apply that knowledge in evaluating and making sound judgements related to the performance of a vendor in compliance with those policies and procedures.• Demonstrated organizational and time management skills to ensure compliance with the Office of Grants Management (OGM) monitoring policy.• Demonstrated communication skills (written, verbal and presentation), interpersonal and consultative skills with internal and external partners to relay the reasoning for findings, identify options for remediation, and discuss process improvements.• Ability to analyze and problem solve to determine if program requirements were met by administrators.• Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.• A valid driver’s license and the ability to travel up to 25% of the time (10% in the metro and 15% that includes overnight travel in greater Minnesota).Preferred Qualifications• Knowledge of Minnesota Housing’s Single Family housing development programs, including the Impact Fund.• Experience in Single Family housing development, down payment assistance or rehabilitation lending programs.• Certifications in Auditing, Fraud or Compliance.Physical RequirementsRequires moving office items such as file folders and small office tools.Additional RequirementsThis position requires successful completion of the following:• Reference Checks.• Job related background checks.• Conflict of Interest Disclosure.• Driver’s License Check.How To ApplySelect “Apply for Job” at the top of this page.
