Human Resources Specialist

This is an INTERNAL POSTING open ONLY for North Carolina State Government and UNC System current employees and eligible RIF candidates. This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion. This is a full-time position (40 hours per week) with State Benefits. North Carolina Office of Recovery and Resiliency (NCORR) is a division within the Department of Public Safety (DPS). NCORR is responsible for executing multi-year recovery and resiliency projects related to damage sustained in Hurricanes Matthew and Florence. NCORR's headquarters are located in the Research Triangle Park. NCORR's work focuses on supporting long-term recovery for storm survivors and communities impacted by the two storms. NCORR actively engages in projects in the following areas... Single-Family Homeowner Rehabilitation/Repair, Housing Repair Reimbursement, Single-family Homeowner Reconstruction, Homeowner Buyout, Mobile Home Repair, Mobile Home Replacement, Homeowner Assistance, Infrastructure, Affordable Housing and Mitigation. North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements. The Human Resources Specialist will be responsible for: Leave Management Communicates with employees regarding their needs for leave and/or modified work schedules; ensures employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave; handles FMLA and PPL leave administration process from the employees initial notice of the need for leave to the return to work; gathers necessary DPS and NC OSHR documents and completes all required paperwork; follows up on requests to ensure timely response and processing; advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits; facilitates other leave requests, which may include accommodation requests under the ADA; provides guidance on employee leave to include use of vacation and sick leave; maintains employee leave records. Time and Effort Provides guidance on Fiori time entry; educates employees on Time & Effort reporting requirements as it relates to CDBG policy and procedure; collects monthly Time & Effort reports from managers and reviews for accuracy and completeness; serves as a resource to employees on Fiori time reporting; serving as the Time Administrator with responsibility for providing technical assistance and consultation on time questions and issues, completing time approvals and corrections in the system, and troubleshooting time and leave quota issues Benefits Administration Serves as an employee resource for Benefits Enrollment; responds to employee benefits related inquiries; conducts benefits orientations; assists HR Manager in obtaining benefits statistics/information as needed; coordinate with DPS HR benefits team to distribute information to employees. Cross-Training Provides back up in the absence of other NCORR HR specialist; maintains basic working knowledge of all NCORR HR functional areas to support other team members as needed. Minimum Education and Experience are REQUIRED to qualify for this position. Candidates should possess 4 of the 7 Knowledge, Skills, and Abilities listed below. We will not review resumes in lieu of Experience and Education listed on the application. • Working knowledge of principles and/or practices of human resource management. • Working knowledge of federal and/or state laws impacting human resources functions. • Experienced in establishing and/or maintaining effective working relationships with others. • Experience in communicating effectively and/or expressing ideas clearly and/or concisely. • Experience in maintaining confidentiality. • Experience in learning and/or applying appropriate policies. • Working knowledge of Microsoft Office Suite or relevant software systems and databases. Management Preferences : • Extensive experience with Fiori. Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.
