The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for a Full-time Permanent Corrections Specialist 1 at CCCC located in Littlerock, WA.
AGENCY PROFILE:
The Department of Corrections, as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law, and provides leadership for the future of corrections in Washington State. The Department consists of the Office of the Secretary, Prisons Division, Community Corrections Division, Administrative Services Division, and Health Services. The Department employs over 7,600 staff and has a biennial budget of approximately $1.6 billion.
CCCC is a 480-bed male facility. The facility is located in the Capital Forest 20 miles south of Tumwater. CCCC is co-located with the Department of Natural Resources and is a minimum-security facility. This facility houses minimum security incarcerated individuals and offers treatment, work, and vocational programs to help ready incarcerated individuals to transition back into the community. CCCC is a sustainability prison; some of the many programs include rehabilitation of ailing Western Pond Turtles, raising bees, training service dogs, and composting. The site includes two living units, a health clinic, education buildings, a gymnasium and support facilities. All incarcerated individuals work at this facility either on an off-site work crew or within the facility grounds.

The Community Partnership Program Coordinator (CPPC) has oversight of the facility Volunteer and Family Friendly program. As the lead, the CPPC recruits, trains, manages, and directs the work of community volunteers in collaboration with other facility personnel in an effort to expand and support the incarcerated population. Volunteer services provided may include reentry, religious/spiritual, family centered, addiction/recovery, and other programs designed to meet the different needs of individuals housed within prison facilities. It supports the Department of Corrections mission by increasing capacity and access to workshops and programs that reduce idleness, while providing opportunities for positive change with the incarcerated individuals. By engaging community stakeholders, partners, and families of incarcerated individuals, the CPPC assists in reentry efforts and family reunification events to support healthy and successful transitions, thereby enhancing community safety, reducing recidivism, and achieving accountability through effective correctional programs.
Duties
Duties:
Identify, create, plan, and collaboratively manage reentry and family-centered workshops, activities, events, and programs utilizing available resources, i.e., volunteers, FSU, community stakeholders and partners, etc.
• Plan, coordinate, oversee and facilitate family-centered programs and activities that are intended to strengthen familial relationships during incarceration and build a supportive resource for reentry.
• Develop, plan, and submit proposals for Incarcerated Individual Betterment Fund (IIBF) in relation to annual Family Friendly budget in support of facility programs/events/activities.
• Work collaboratively with DOC personnel to develop family-centered events/activities, which may include announcements, event preparation, communication with appropriate staff, logistics plan/event packet for activity, identify eligible participant screening, create callouts, identify set-up/take-down crews, attend and participate in event day activities to trouble-shoot and problem-solve as needed. Complete required reporting following event for supervisor and HQ IIS CS4; Submit program/event/activity proposals through chain-of command.
• Communicate and coordinate with department managers and other personnel to reduce misunderstandings and/or confusion, promoting positive outcomes for internal and external stakeholders.
• Ensure policy compliance, complete supervisory directed reports, enter OMNI certifications, data collections, etc.
Manage facility volunteer/community partnership program to increase capacity and access for incarcerated individuals to participate in positive programs/events/activities, promoting personal growth, reducing idleness while providing opportunities for positive program participation ex. Reentry, family-centered, addiction/recovery (non-religious).
• Plan, organizes, directs, recruits, and manages all aspects of the facility volunteer program.
• Conduct all new volunteer orientations, issue volunteer badges, authorize and schedule access for all volunteers.
• Direct and promote new and existing programs through the utilization of staff, volunteers, or outside community agencies and members.
• Manage/document volunteer processing to include recruitment, orientation and initial/annual training, performance issues, and timely evaluations.
• Track attendance of all volunteers and completes monthly report to supervisor (POP07 Providing Incarcerated Individual Programs) and HQ Incarcerated Individual Svs (IIS) Corrections Specialist 4 (CS4) for Statewide Programmatic reviews.
• Facilitates completion of background checks, conducts orientation, issues volunteer badges, ensures access and appropriate notifications to facility personnel.
• Maintains and updates volunteer personnel files; Oversees volunteer appreciation and recognition activities.
• Works collaboratively with other departments to coordinate family-centered activities and events.
• Maintain working knowledge of DOC policies, facility Operational Memorandums, supervisory directives, WACs and RCWs applicable to assigned responsibilities.
• Makes presentations as requested to community organizations to promote understanding, awareness and support of the agency's mission and the needs of the incarcerated population.
Establish, manage, and maintain outreach and administrative functions of CPPC responsibilities in support of volunteer, reentry, family-centered, reunification programs and activities.
• Gather research and pertinent information, identify resources, create proposals for programs/events/activities, identify costs and expected benefits, as well as other tasks necessary to inform chain-of-command for new program proposals.
• Coordinate/communicate with case managers, Religious Coordinators, Volunteers, families of incarcerated individuals, Family Services staff, community partners and other internal/external stakeholders as appropriate to promote and support new program opportunities.
• Request stakeholder/customer feedback bi-annually through surveys, focus groups, workshops, etc. to determine needs and launch improvements (PSP02 Utilizing Customer Feedback).
• Participate in Local Family Council (LFC) meetings and attend one Statewide Family Council (SFC) meeting per year.
• Field calls and emails from incarcerated individual family members, provide information related to Family Services Unit and contacts. Redirect to appropriate area as necessary.
• Serve as agency liaison with special interest groups, community organizations, and officials as it relates to job duties and position goals.

Qualifications
Required Qualifications:
• High School Diploma or GED
AND
• Three years of professional experience in adult or juvenile corrections, social services, or a closely related field.
Desired Qualifications:
• Completion of 90 Quarter credits or 60 Semester credits from an accredited institution recognized by the U.S Department of Educations or the Council for Higher Education (CHEA), or a foreign equivalent paired with at least 1 year of paid or unpaid professional experience in volunteer program administration, public information/relations, or criminal justice.
OR
• Completion of a Bachelor's, Master's, or doctoral degree in the areas of Social Sciences, Criminal Justice, Justice Administration, or Public Administration or closely related field. The degree must be from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
