The Department's mission is to improve the safety and health of individuals, families, and communities by providing leadership, and establishing and participating in partnerships. Adult Protective Services and the department are linked because the mission of APS is to protect vulnerable adults from abuse, neglect, self-abuse, abandonment, and exploitation.You will have the primary responsibility for the design, planning, and procedure development for the APS Program in Region 2. As the APS Program Manager, you will have decision-making responsibilities for the APS Program and APS related activities.In this role, you will coordinate service delivery and collaborative partnerships with other DSHS divisions, community-based agencies, area agencies on aging, regional support networks and other governmental agencies within the region. In addition, you will be a key member of the management team and will have significant experience, input on development and changes to statewide policies, as well as the formation of long-range program objectives. You will be responsible for directing and monitoring staff in their day-to-day operation of the APS investigative units for APS, which includes quality assurance and program evaluation to ensure the APS program objectives are being achieved.Snohomish and King County employees are eligible to receive an Orca Card for transportation needs.After initial probationary period, this role will be eligible for telework, depending on business needs. Some in-office time will be required for coverage, meetings, trainings, etc.Potential for travel throughout the region quarterly or more often, as well as travel to Lacey/Olympia for meetings/training.This role can be located anywhere within Region 2, which includes: King, Snohomish, Skagit, Whatcom Counties.Some of what you'll do• Provide supervision of staff and the development and implementation of the APS program and policy, including implementation of regional operating procedures, WACs, and RCWs.• Set expectations for performance; recruit and hire staff for positions as needed, and manage the workflow. Provide training, coaching, evaluation, and initiate corrective/disciplinary action when necessary.• Ensure the APS training plan is current and updated as changes occur for all APS staff and APS supervisors and ensure implementation of such. Train staff and supervisors in current policy and procedures.• Meet individually a minimum of one time per month with each staff and conduct case staffing reviews according to the case staffing protocol.• Prepare and conduct performance evaluations timely and in accordance with personnel policies.• Responsible for regional quality assurance activities, coordinate and oversee quality assurance to ensure the accuracy of work done by staff is within policy.• Provide consultation and outreach for APS staff and community organizations, i.e., local law enforcement, long-term care ombudsman, mental health, Residential Care Services (RCS), Developmental Disabilities Administration (DDA), and Attorney General's Office (AGO). The court system, and Tribes.• Attend local, regional, and statewide meetings, regional workgroup planning meetings, training, and workshops as required.What we're looking for• Knowledge and understanding of all the regulations regarding Adult Protective Services (APS) in Washington State.• Knowledge of and skill to interpret existing state and federal statutes and regulations pertaining to Aging Long-Term Support Administration, APS Program; Native American Tribal Codes and the ability to interpret those statutes and regulations into policies and procedures to clearly, concisely, and timely communicate such to staff.• Knowledge of all programs administered by Aging Long-Term Support Administration.• Knowledge of advance principles of management including leadership and staff development, strategic planning, quality management techniques, community organization skills, budget, work plan and other workflow methods.• Skill to effectively plan for program implementation, manage programs and analyze workload and staffing issues.• Ability to analyze complex issues and problems and develop effective and efficient solutions.• Ability to learn complex systems, review, retain and apply knowledge of WAC, RCW, and ALTSA LTC Manual policy and procedure.• Ability to evaluate crisis and/or complex case issues and staff with appropriate authority to avoid potential liability and/or negative outcomes.Who Should ApplyProfessionals with the following:• A Master's degree in social science, health, public administration, or related fields, AND three years of professional experience in planning, administering, developing, or delivering social and health service programs;OR• A Bachelor's degree in social science, health, public administration, or related fields, AND five years of professional experience in planning, administering, developing, or delivering social and health service programs;OR• Equivalent professional experience/education.Additionally:• Must be able to effectively lead, direct, and manage a large number of staff in a very diverse and populace geographic area; must be able to communicate effectively orally and in writing.• Must be able to acquire an extensive understanding of all the laws and regulations regarding Adult Protective Services in Washington State as well as knowledge of all programs administered by Aging Long-Term Support Administration.• Experience as an effective manager; must be able to effectively plan for program implementation, manage programs, and analyze workload and staffing issues.• Able to work cooperatively with long-term care providers, community organizations, and law enforcement agencies.• Possess complete knowledge and understanding of Federal Laws regarding Native American Tribes.Completed applications will include the following:• Current chronological resume• Letter of interest specifically describing your experience relating to the job• Three professional references with current contact informationOur Department of Social and Health Services (DSHS) mission to Transform Lives requires that we come together with a sense of belonging, common purpose, shared values and meaningful work. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave.
