Within each Human Resource group, the Human Resource (HR) Managers are the backbone of the team. We are searching for a strategic-minded HR Manager who will lead, mentor and provide expert level guidance to various teams within the Clallam Bay Corrections Center and Olympic Corrections Center teams!As a mid-level manager you will support the Reentry team by ensuring professional services are provided to appointing authorities, leaders, and managers in areas of organizational growth, planning and development, employee development, and risk identification and reduction. This will ensure that the Department of Corrections (DOC) is able to successfully carry out its mission to improve public safety by positively changing lives.The HR Manager is responsible for the administration of multiple comprehensive employee programs and for promoting effective HR management by ensuring HR consultants provide information, consultation, customer service, and support to employees, management and executives. If this is you, we encourage you to apply!A completed application packet will include:• A detailed resume• A cover letter regarding your interest for this position with our agency• Three professional referencesDutiesWe are looking for teammates who share our vision of public service, committed to an equitable and inclusive culture that fosters and inspires excellence, while promoting innovation, engagement, and safety, leading to better outcomes for our incarcerated population, our agency, and our community.As a Human Resource Manager, some of the tasks you will enjoy performing include:• Ensuring comprehensive professional level administration of multiple, complex HR programs in accordance with Agency policy, WACs, CBA, and laws that influence key business decision and include, but are not limited to, classification and compensation, recruitment, screening and selection, employee relations, labor relations, leave programs and corrective/disciplinary actions• Ensures appointing authorities, executive staff and key leaders are provided with comprehensive and sound direction in the application of Agency policy/procedure, collective bargaining agreements and state/federal human resource law• Managing and supervising professional level staff• Developing program standards and delivery methods to train and support managers, staff, supervisors and HR consultants• Ensuring a safe working environment for the HR office space and equipment, and the availability of necessary equipment and supplies, doing so prudently and cost effectively which could include• Takes appropriate corrective action and recommends the initiation of an investigation or disciplinary action as necessary• Ensures staff demonstrates quality customer service, which is emphasized in their career development• Supports HR staff members seeking out ongoing developmental opportunities and ensures that performance reviews and training requirements are completed in a timely manner• Participates on teams, committees and task groups and ensures the involvement of HR staff members and increased visibility of program activity• Participates as a member of the Extended Management Team(s)• Increases Human Resources visibility in the work units to include providing Informal Employee Sessions and meeting with staff at their work sites. Volunteers for, or participates as assigned, on HR-related workgroups• Participates as an HR representative on DOC Operations task groups• Ensures local HR's participation on Diversity Advisory Councils (DAC), safety committees, office committees, and other local facility committees, etc.• Provides local labor relations leadership and assistanceQualificationsWhat we need (required qualifications):• High school diploma or equivalent• At least three years of professional - level human resources experience, which included experience in at least three of the following:• Administering classification and compensation• Recruitment, screening, and selection• Interpretation of rules and regulations• Employee and labor relations• Corrective and disciplinary action• At least one year of experience supervising HR staff. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.
