This position manages multiple projects simultaneously with staggered and competing deadlines, so the ideal candidate will bring strong communication and leadership skills to aid in building strong relationships with business partners. ETS delivers innovative information technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of Health Care Authority (HCA) divisions and business programs. The IT Policy and Planning unit within ETS is accountable for project management, business analysis, business relationship management, and application testing.About the position:This position works hand in hand with agency leadership and provides consultation focusing on strategic portfolio planning and ETS capabilities while using a human centered design lens and utilizing business relationship management skills. As an ETS IT Project Management - Senior, this position will coordinate with agency IT subject matter experts and external business partners to define, develop, and implement new IT projects that bring about enterprise change, transformation, modernizations, and grow the maturity levels of HCA’s business processes and technology areas to benefit internal and external partners.This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.Some of what you will do:• Manage agency wide projects ensuring best practices are utilized through each phase of the project.• Seek, share, and implement industry best practices in IT Project Management services and ensure the agency is following standards and best practices as defined by WaTech.• Manage multiple projects simultaneously, including some multi-year projects, and ensure project goals and objectives are achieved while managing the scope, budget, timeline, risks, and issues.• Work closely with the ETS Strategic Services (S2, architect office) to ensure the division’s projects are following the prescribed sequence and alignment with the agency’s IT portfolio.• Set goals and objectives for project participants, develop tactics to implement, and develop performance measurements and standards.• Establish project governance to ensure roles and responsibilities are established and understood.• Develop and maintain detailed communication plans.• Prepare written and oral communication materials that effectively summarize risks, issues, decisions needed, and status updates.Required qualifications:Qualifying candidates will:• Have extensive experience and demonstrated understanding of establishing and managing an IT project management office operations and• Satisfy one of the following criteria options:Option 1:• Nine (9) years of progressive professional IT experience.Option 2:• Associate degree or equivalent and• Seven (7) years of progressive professional IT experience.Option 3:• Bachelor’s degree or equivalent and• Five (5) years of progressive professional IT experience.Option 4:• Master’s degree or equivalent and• Three (3) years of progressive professional IT experience.Option 5:• Three (3) years as a journey level IT professional in state service.Preferred qualifications:• Project Management Professional (PMP) certification• Two years of exposure or experience in associating projects with portfolios• PROSCI Change Management certificationHow to apply:Only candidates who reflect the minimum qualifications on their NEOGOV profile will be considered.
