Operations Research Analyst Subject Matter Expert (SME)

Duties • Develops and applies ORA-based analytical processes, methods, and tools to provide analysis, review, planning staff support, coordination, research, analysis, evaluation, document preparation, and briefings. • Collaborates with other team members to evaluate strategic guidance originating from higher echelons, then defines parameters for, develops, and applies ORA-based analytical models.• Contributes to integration of strategic assessment findings into the specific forms required by the DoD program planning process.• Defines a detailed program of incremental activities and milestones; and translates these requirements and objectives into specific projects plans, schedules, and deliverables.• Ensures all analytical approaches and findings are captured in forms that serve to document and justify the accuracy of results, and to capture work efforts/work products for the team's and the Command's knowledge base. Requirements Conditions of Employment• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.• Three year trial/probationary period may be required.• The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.• This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1. In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document• Basic requirement: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by conducting in-depth analysis, evaluating decision-making data, and assisting in planning and coordination efforts. Analyzing operations research analysis (ORA) models and methods, defining assessment objectives, scope, impact, risks, and feasibility. Developing (ORA) based analytical models to identify and assess key implications for organization missions, roles, and responsibilities. You will be evaluated on the basis of your level of competency in the following areas: Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
