Trusted.The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.SPA is in need of a Risk Analyst (Telecoms) to support our Critical Infrastructure Group. The Critical Infrastructure Group (CIG) provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.ResponsibilitiesSPA is seeking an experienced national security telecommunications subject matter expert to support the Department of Homeland Security's (DHS) involvement with two interagency committees: the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (also known as Team Telecom) and the Committee on Foreign Investment in the United States (CFIUS). Team Telecom advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector. CFIUS reviews transactions involving foreign investment in the United States.The candidate will be a technically or operationally-focused subject matter level expert in at least one of the following telecommunications areas: broadcasting, undersea/subsea cabling, 5G, satellite communications and networks, wireless communications, emergency communications, wireline networks, or other telecommunications-related fields.The candidate will be responsible for the following: reviewing Team Telecom applications and CFIUS filings and conducting risk assessments to include reviewing documents relating to FCC license applications (relating to satellites, subsea cables, international networks, and other related areas), corporate ownership structures, cybersecurity and physical security policies, and USG contracting information. Conducting due diligence and fact-finding research independently and with the support of DHS stakeholders to assess risk arising from foreign involvement and the implications to DHS's security interests, communications, network resiliency, supply chain, personal data and cybersecurity. Analyzing open-source and classified information on telecommunication security issues to formulate actionable policy recommendations for DHS leadership decision. Authoring analysis papers regarding the risks of foreign participation and advising the interagency Committee of the Department's recommendations. Producing case summaries, talking points, and action memos for DHS leadership as well as supporting evolving telecommunications and technology security policy developments as required.QualificationsRequired Qualifications:• US citizenship and active Secret Clearance• Bachelor's Degree (or No Degree and 14 years of experience)• 10+ years of relevant telecommunications experience (in at least one of the following telecommunications areas: broadcasting, undersea/subsea cabling, 5G, satellite communications and networks, wireless communications, emergency communications, wireline networks, or other telecommunications-related fields).Desired Qualifications:• Active TS/SCI clearance and DHS Suitability.• Master's Degree in Engineering, Information Technology, Computer Science, Telecommunications, or a related discipline.• Experience overseeing telecommunication technology (e.g. long-haul, WAN, LAN, ATM, CBMA, PBX, SONET, undersea cabling, broadband) analytical work. Experience configuring network infrastructure (long haul or local). Experience implementing cybersecurity networking/IaaS controls and experience with satellite communication interfacing or deployment.Employment Type: FULL_TIME
