About the role
The Partnerships Support Officer is responsible for supporting the Partnerships Team (part of the Strategy Group) with donor relations and contractual management of existing global donors along with the development of new partnership and donor relationships. They will report directly to the Partnerships Manager Europe but support the wider partnerships team and Strategy Department as and when required.

Responsibilities
- Contract Management.
- Assist the Partnerships Manager Europe with the management of multi-country, multi-year contracts, coordinating with country teams to meet contractual requirements.
- Monitor and analyse funding opportunities and other relevant information at global levels.
- Support with proposal development, with the coordination of multi-annual multi-country submissions and with the liaison with country programmes during these processes.
- Support with reporting requirements, including with IATI reporting requirements for European donors.
- Support for contract storage management.
- Support with compliance and due diligence processes.
- Support with development of other activities and events led by the Partnerships Team.
Donor Relations
- Support HALO Europe with desktop research and donor engagement on new potential donors.
- Assist with the preparation and organisation of donor meetings, take meeting minutes and notes as required.
- Support internal and external communication efforts within HALO.
Support to Country Programme
- Provide additional support to country programme teams with the production of high-quality concept notes, proposals, tenders, reports and annual plans.
- Keep up to date with country programme priorities and funding needs to advise and support future funding opportunities.
Administrative support
- Offer administrative support to the wider the Strategy Department Team. This may include support with the organisation of quarterly Strategy Department Meetings, ensuring calendars are aligned and thematic research.

Required
- Relevant Postgraduate University or professional qualification related to international relations, development or political or social sciences.
- Previous experience working for an international charity, NGO or international organisation.
- Knowledge and understanding of European Union institutions, development and humanitarian policies.
- Collaborative working and communication style.
- Numeracy skills and data analysis skills.
- Strong attention to detail.
- A self-starter, able to organise and manage their own time and deliver quality work.
- A practical and adaptable person, prepared to work in a challenging and fluid operating environment.
- Written and oral fluency in English.
- Experience with proof reading and editing professional text.
Desirable
- Familiarity with the NGO sector is desirable.
- Understanding/experience with donor management and compliance, particularly with German and Dutch Government Contracts.
- Knowledge and understanding of policy priority themes such as gender, environment, the triple nexus, localisation and conflict sensitivity.
- Eligible to join the Dutch ‘Cycle to Work’ scheme. (either through leasing or buying) Economic incentive of €0.19 per kilometre when using the bicycle for commuting and work-related travel purposes.
- Eligible for % coverage on legal fees in application of the 30% tax exemption.
- 20 days Holiday allowance (excluding local public and bank holidays).
- 8% Holiday Allowance inclusive per annum.
