Scope of Job

• RCM is looking for an Operations Supervisor for our petroleum client in St. Thomas, US Virgin Island to supervises all tasks related to receipt, storage, and delivery operation of bulk fuel products handled at the terminal to ensure safe operations, product quality control, and correct receipt, storage, distribution of products, among other tasks.

Primary Responsibilities
Safety

• Assistance to the USVI Director ensuring that Safety, Security, Health Quality, and Environmental (HSEQ) expectations are met.
• Ensures that Safety tools (Stop Card, Near Misses, Safety Green Light, Live Saving Checks) are properly and continuously used at the terminal.
• Coordinates security services at the Terminal and reviews guard's logs for night activities, as needed.
• Ensures compliance with environmental and federal requirements.

Management

• Direct Supervision of USVI Operators.
• Ensures compliance with local labor laws.
• Helps coordinate and participate in routine emergency drills.
• Coordinate the preparation/update of emergency response plans.
• Serves as a member of Emergency Response Teams.
• Participate in project execution to provide technical feedback on the terminal.
• Controlling and monitoring of Operational Expenditures to comply with the approved budget for the period.
• Ensure employees are trained and an ongoing training plan is in place.
• Conducts contractor's accreditation, evaluations, and training.
• Conduct security and Syncade training for contractors and drivers.
• Supports USVI Director when absent.

Operations

• Ensure effective operation, maintenance, and inspection procedures are in place and followed.
• Ensure compliance with the company's PATROM program (Safe to load inspections, equipment qualifications, etc.)
• Supervises the inventory management process of the terminal (tank dipping, receipt logs, water drainage records, etc.)
• Coordination and supervision of product receipt operation in the terminal.
• Coordination and supervision of aviation products operation and transfer to Airport Plant.
• Conducts spot inspections of FOB tank trucks for compliance with minimum standards.

Others

• Responsible for ensuring compliance with MAESTRO's principles, rules, and procedures, among others, related to the job holder area and/or department, along with the implementation of the defined actions plan as a result of audits, inspections, visits, etc.
• Work in shifts as per terminal operating time schedule (night and day, weekend, public holidays)
• Availability to support operational needs, which can require an update to the shift schedule frequently.

Qualifications

• 5+ years' experience in Terminal Operations or a similar role can serve as equivalent to educational background.
• Proficient in Microsoft Office programs (Excel, Word, PowerPoint)
• Proficient communication in English, both written and spoken.
• Spanish knowledge, both written and spoken, is a plus.

Education & Certifications

• Bachelor's degree in engineering or related field preferred or possess relevant experience as equivalent.

Contexts & Environment

• Works in St. Thomas, USVI Company's Terminal building.
• Work on weekends.
• Night shifts, if necessary, when receiving barge
• The following physical demands are required: some lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling, and significant fine finger dexterity.
• This job will be in a busy, open-space office area.
• The incumbent is faced with constant interruptions and must meet with others on a regular basis
