Inthe context of the World Bank's broad development agenda, the Legal VicePresidency (LEG), under the Senior Vice President and Group General Counsel(SVP-GC), is responsible for providing legal advice and support to internal andexternal Bank clients on operational, advisory, financial, administration, andinstitutional matters.LEGLE provides operational legal support to two regions: Europeand Central Asia (ECA) and Latin America and the Caribbean (LCR). These tworegions include a mix of low-income, lower- middle-income, and upper-middleincome countries, and several fragile or conflict-affected states.LEGLE invites qualified candidates to apply for one Legal Analyst position.The selected candidate willwork under the general supervision of an assigned manager, with day-to-dayguidance provided by one or more country lawyers. The Legal Analyst willoperate independently to handle legal and policy issues related to the Bank’s workwhile working collaboratively with colleagues within LEGLE and LEG as a whole.Responsibilities and AccountabilitiesLegal Analysts undertake a variety of tasks to support counsel in the LEGVPU,including conducting legal research, drafting documents and maintaining andorganizing files. The position requires a demonstrated ability to workharmoniously in a team and to exercise good judgment. The duties andresponsibilities of a Legal Analyst include the following:- Covering a broad portfoliowithin a functional area, providing risk-based advice to clients on legal andpolicy issues in one or more areas of concentration.- Identifying, managing andreporting on legal risk in area of responsibility.- Drafting basic legalagreements, including administration agreements, trust fund grant agreements,reimbursable advisory service agreements and amendments to various legaldocuments under the direction of counsel.- Conducting research onassigned issues, using existing legal files and alternative sources (e.g.,computer-assisted searches using the internet, intranet or other databases),analyzing information and summarizing findings.- Reviewing Trust Fund Proposals, ensuring that they conform to the Bank'soperational policies, procedures and guidance, providing comments and/orrecommending for clearances as required.- Performing routine loan andportfolio management tasks and other legal monitoring activities related toborrowing, investment operations, and trust funds, including restructurings andamendments.- Conducting a variety of tasksunder the direction of counsel relating to project preparation orimplementation.- Responding to diverseinquiries and making decisions when multiple courses of action are possible.- Organizing project anddepartmental documents and records in accordance with appropriate standards.- Maintaining appropriateknowledge management activities to ensure the retention of advice provided.Selection Criteria• Masters’ degree and at leasttwo years of relevant experience, or equivalent combination of education andexperience (e.g., Bachelor’s degree and four years of experience)• Well-developed legal documentdrafting and editing skills, in addition to excellent verbal and writtencommunication skills.• Proven ability toconsistently deliver timely and high-quality work while handling multipleconcurrent assignments, working simultaneously with several counsels.• Experience in the Bank’soperational work and knowledge of the full range of Bank operational processes,policies and procedures.• Ability to research assigned issues, using existing legal files andalternative sources and ability to analyze and synthesize legal and otherinformation and present results clearly and concisely.• Demonstrated experience inbasic contract documentation matters, working independently and assumingincremental levels of responsibility over time.• Proven ability to deal sensitively in multicultural environments, buildeffective working relationships and get along with clients and colleagues.• Knowledge of legal processes,procedures and terminology for review, analysis, preparation and processing oflegal documents.• Proven knowledge of Bank rules and practices, especially relating to trustfunds, their applicability and processes.Values, Leadership Potential- Demonstrated commitment tothe World Bank Core Values for WBG and a proven track record of fostering astrong and healthy culture of diversity, inclusion, teamwork, honesty, trust,openness, integrity, and accountability.- Demonstrated ability to besensitive to issues around race, gender, ethnicity, inclusion, andintersectionality.- Demonstrated ability to workcollaboratively and foster a positive working environment.- Demonstrated commitment tothe Bank’s mission, and ability to work towards WBG's corporate targets forsuccessful outcomes.- A strong results-orientedmindset.Employment ValuePropositionThe World Bank Group (WBG)offers comprehensive benefits including a retirement plan; health (medicaldental, pharmacy, vision), life and disability insurance; generous annualleave, including parental leave, as well as reasonable accommodations for individualswith disabilities.Please note that certain benefits may vary based onappointment type (Term or Extended-Term Consultant/Temporary; HQ or CountryOffice appointment).
