Product Management Principal - Express Scripts - Hybrid

The Product Development Principal, Regulated Markets Advocacy and Alignment, will be responsible for working with Government Affairs, Regulated Markets, and PBS teams to position the company as a thought leader and to assist in the analysis, definition and communication of critical quality, transparency, and delivery system policy issues in legislative and/or regulatory environments, including Medicare, Medicaid, Marketplace (HCR), and state-specific.  The Principal will interface with a cross-departmental team to gather and provide feedback to the organization to support the development of new strategies to support our clients to grow their business and streamline our support operations, while supporting client compliance with Federal and State regulations, as well as client contracts. The candidate will need to understand our clients’ strategic goals and direction as well as our products and services.

As a Principal, this role will be required to maintain regulatory and operational knowledge, understand industry trends, and be able to build trusted relationships in a very matrixed organization. Ability to communicate across the organization and up to leadership is a key requirement for any Principal level position.  An effective leader will exemplify Cigna’s high-performance culture and have the ability to operate in a sometimes ambiguous and high-paced environment.  A successful candidate must be comfortable in an environment of dynamic change and evolution, have a broad-based knowledge of Regulated Markets, a strategic mindset, and the ability to influence and drive change.  

In addition, this role requires active participation in and influencing with key industry standards organizations, such as NCPDP and PCMA, via virtual and external forums. This would include coordinating with internal areas and Government Affairs to gather and provide feedback within discussions and offering potential solutions in alignment with company objectives, as well as seeking leadership roles as opportunities arise.

ESSENTIAL FUNCTIONS:

  • Collaborate with Government Affairs, Regulated Markets, Account Teams, and other PBS teams to assess the impact, risks, and opportunities of legislation/regulations on the company and our clients, and gathering feedback to provide to industry organizations
  • Collaborate with Regulated Markets CAMs team and Account teams to ensure proactive communication of proposed regulatory changes to clients and gather client feedback
  • Assist in the development of responses to proposed rules, laws, including, as strategically appropriate, regulatory and/or legislative alternatives
  • Build an excellent relationship and communication with the business segments on portfolio issues, understanding strategies to build the business, challenges and objectives, and aligning public policy position development with business needs. 
  • Excel at thoughtful, respectful engagement with external industry groups and alliance partners with the goal of influencing their positioning on proposals in order to align with Cigna-driven positions. 

QUALIFICATIONS:

  • Bachelor’s degree required, MBA or PharmD preferred
  • 10+ years relevant experience
  • 10+ years of leadership experience
  • Detailed knowledge and expertise of the PBM industry
  • Experience working in highly regulated industry; a deep appreciation for the impact of policy outcomes on business results.
  • Executive presence and proven ability to instill confidence in senior management and those outside the company
  • Naturally connects and builds strong relationships with others, demonstrating strong emotional intelligence
  • Strong ability to analyze, understand and translate complex regulations, legislation, and issues across business lines and corporate concerns and understand how to communicate such concerns effectively to a variety of internal and external stakeholders
  • Proven, effective oral and written communication skills and interpersonal skills necessary to interact with and persuade a wide variety of Cigna management, field associates, industry organization representatives, legislators, regulators
  • Strong team player with the ability to both collaborate and work independently, as required
  • Keen judgment and ability to manage competing priorities
  • Creativity, flexibility and demonstrated excellent organizational skills
  • Strong client-service orientation; a bias for action and strong sense of urgency
  • Successful results leveraging data and analytics to gain actionable insights

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 131,900 - 219,900 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
