Description
OVERALL OBJECTIVE: To serve as an extension of staff, providing project support services and project controls for a large terminal expansion project in Southwest Florida. The objective is to ensure the successful completion and commissioning of the project by maintaining the project’s schedule and budget and providing effective project controls oversight.
JOB COMPLEXITY/SCOPE: Supervises, directs, and coordinates design and project management including direct liaison with the owner, designers, and contractors regarding cost, schedule, quality, safety, and contract administration. Responsible for maintaining client relationship and participating in business development activities as required. As an expert in the field of project management, plans, manages, and oversees significant projects.
SUPERVISION: May supervise the work of subordinate staff and subconsultants.

JOB DUTIES:
Cost Management
· Manages, controls, and monitors project costs during all project phases.
· Develops and manages project budget and cash flow analysis.
· Prepares and reviews cost estimates.
· Identifies potential areas of cost savings and acts to implement these ideas.
· Monitors Cotter fees and contract performance.
Project Controls and Management:
· Perform detailed project critical path analyses and track progress.
· Review and verify project cost estimates and change orders.
· Assist in claims review, analysis, and dispute resolution.
· Review pay applications and provide on-site construction observation and documentation.
· Attend meetings, prepare minutes, and provide summary analyses and recommendations.
· Interpret contracts and provide legal assistance as needed.
· Ensure the reasonableness of fees and costs for construction management (CM), architecture and engineering (A&E), and construction engineering inspection (CEI) services.
· Assist in negotiations for change orders and change requests.
Coordination and Communication:
· Coordinate with various stakeholders, including the Authority’s staff, CM, A&E, CEI teams, and other technical advisors.
· Facilitate communication between the project team and airport stakeholders to address any operational impacts.
· Support tenant transition services and coordinate with the Operational, Readiness, Activation, & Transition (ORAT) team.
Additional Support Services:
· Provide engineering, architecture, and other specialty consultant services related to terminal buildings, taxiways, aircraft parking ramps, fuel lines, TSA checkpoints, concessions, roadways, and aircraft gates.
· Perform historical analysis of project issues and coordinate with enabling or co-located projects.
· Manage subconsultants and subcontractors, ensuring their work aligns with project requirements.
Requirements
QUALIFICATIONS AND REQUIREMENTS:
Experience and Expertise:
· Demonstrated experience in providing project support services and project controls for large capital airport terminal projects, preferably in Florida.
· Proven ability to manage multiple task assignments and lead a project support effort effectively.
· Experience in coordinating with various stakeholders and managing subconsultants and subcontractors.
Education and Certifications:
· Relevant degrees and certifications in project management, engineering, architecture, or related fields.
· Professional certifications such as PE (Professional Engineer), AICP (American Institute of Certified Planners), AIA (American Institute of Architects), or similar credentials are preferred.
Skills and Competencies:
· Strong analytical and problem-solving skills.
· Excellent communication and coordination abilities.
· Proficiency in project management software and tools.
Availability and Commitment:
· Ability to be dedicated and available full-time in Southwest Florida to conduct project-related business.
· Commitment to maintaining the project’s schedule and budget, and ensuring the successful completion of the project.

PHYSICAL AND MENTAL REQUIREMENTS:
Job duties in an office setting require the following:
· Ordinary ambulatory skills sufficient to move throughout the office;

· Good hand-eye coordination; the ability to reach with hands and arms; and arm, hand, and finger dexterity, including the ability to grasp;

· The ability to work in an upper level of a high-rise office building (Cotter Chicago office and some client offices);

Job duties that require visiting a construction work site require the following:

· The ability to move across uneven surfaces and the ability to maintain body equilibrium to prevent falling on uneven or slippery surfaces;

· The ability to work in confined spaces and narrow passageways;
· The ability to work in high places; and
· The ability to handle outside environmental conditions including extreme heat, extreme cold, loud noise levels, fumes, odors, dusts, gases, and oils.
