SUMMARY
Joint Interoperability Test Command (JITC) Test Evaluation and Certification (TEC) II Services contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC’s service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.
Agile-Defense is looking for a Business Analyst specialist to lead a team to analyze system requirements and technical documents in support of JITC in the following areas: 1) Command Quality Control and TEC Support, 2) DoD Architecture Framework (DoDAF) Architecture Support, 3) Knowledge Management/Decision Support (KM/DS) and Joint Assessments and Standards Management (JASM) Requirements Reviews, and 4) Command T&E Helpdesk.
JOB DUTIES AND RESPONSIBILITIES
· Review T&E products and requirements for systems on the Commands Watch List to ensure documents address requirements.
· Establish quality standards, processes, guides and/or templates needed to standardize and execute a Command quality program and to assess adequacy of requirements to support evaluation framework.
· Research, review, coordinate and adjudicate comments associated with DoDAF integrated architecture products in program's interoperability requirements tasked through the JASM and/or KMDS.
· Provide coordinated inputs in support of the development, maintenance, and implementation of
· Command T&E instructions, guides, checklists, and templates as it applies to the use of requirements architectures.
· Provide KM/DS and JASM requirements reviews to develop and maintain T&E requirements review related guides and processes in support of the Command Quality program.
· Provide administrative checks, distribution and archiving of JITC test and evaluation products approved for external release.
· Develop, implement, and maintain a tracking process for handling helpdesk requests associated with JITC T&E activities.
· Establish and execute process that supports continuous improvement of JITC Command T&E instructions, guides, and templates and DISA Joint Lessons Learned program.
QUALIFICATIONS
Required Certifications

· Requires at least 1 certification in area of specialization.
Education, Background, and Years of Experience
· Requires a Master’s degree; or a Bachelor’s degree with at least 6 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.

Required Skills
· Strong data analysis skills.
· Ability to take ownership of work, perform autonomously with minimal oversight, and be proactive with communications and task prioritization.
· Excellent communications skills, including verbal, written and presentation skills with the ability to write complex developer-level issues in a clear, concise, and easily understood manner.
· Attention to detail creating, reviewing and editing requirements, specifications, and recommendations related to proposed solutions.
· Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.
· Familiar with DoD operations and environment, and comfortable with IT systems and software.
Preferred Skills
· Experience as a Business Analyst, Systems Analyst, Technical Analyst or a related discipline with an emphasis on delivering cutting edge technology.
· Experience with DoDAF viewpoints and DoD IT standards.
· Experience developing methods for data analysis.
· Experience with Power Apps, Power BI, and SharePoint Online.
· Experience testing systems.
· Experience with Visual Basic.
· Experience performing technical editing.
WORKING CONDITIONS
Environmental Conditions
· Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
· Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
