Part-time Payroll Clerk

job Overview 
The Payroll Clerk will manage domestic and international payroll processing within the HRIS. They will also manage the preparation and distribution of the organization’s hourly and salaried payrolls and oversee the maintenance of earnings and deduction records. Ensure that all federal, state, and local taxes, Social Security contributions, contributions to employee benefit programs, and other deductions are withheld from individual paychecks to ensure compliance with national and international rules, regulations, and laws. Partner with the Finance and the People & Culture team in the preparation and filing of required reports and/or payments to government agencies, insurance carriers, other organizations, and individual employees. Serve as liaison with other departments in resolving payroll related concerns. The Payroll Clerk will also be involved in recommending changes in methods or procedures to improve the efficiency of the payroll function. 
 
KEY RESPONSIBILITIES 
  
Payroll Administration 
  • Performs all payroll duties with integrity, accuracy, timeliness, and customer-service orientation.
  • Manages the full-scope processing of the bi-weekly payroll, including time and labor approvals & adjustments, off-cycle payments & deductions, manual checks, and housing stipend payments all in compliance with Amerigo policies and state & federal regulations.
  • Manages and processes monthly global payroll processing via external partners; manages vendor relationships and drives accountability for meeting service level agreements.
  • Owns the bi-weekly and monthly ‘Payroll Items’ document within SharePoint; manages and files supporting documentation.
  • Manages Amerigo’s Payroll inbox, reviewing and resolving inquiries in a timely manner.
  • Pre- and post-payroll data entry and audit for relevant benefits providers (e.g., Optum, Betterment, WageWorks).
  • Manages payroll garnishments, including payment tracking, notifying applicable agencies upon employee terminations, and corresponding with both agencies/states and employees to verify upcoming garnishments.
  • Provides support & guidance to cross-functional stakeholders involved in the administration and processing of payroll.
 
 
Tax, Reporting & Compliance 
  • Prepares quarterly payroll tax reconciliations and review of W2’s at year-end.
  • Processes accurate and timely year-end payroll reporting.
  • Regularly reviews federal and state wage and hour regulation updates to ensure ongoing compliance.
  • Reports bi-weekly payroll data in the Hartford portal for Workers Compensation ‘pay as you go’ program.
  • Responsible for all federal compliance filings, including but not limited to ACA, 5500 (401(k) and Benefit), EEO-1, and FSA Non-discrimination testing.
  • Prepares and submits periodic internal/external payroll audits and compliance reporting, including 401(k), Workers Compensation, and others, as necessary.
  • Maintains & verifies compliance with government payroll and tax requirements.
  • Manages state unemployment tax accounts and rate change notices and ensures SUI rates remain current in Paylocity.
 
HRIS & Miscellaneous 
  • Develops and maintains knowledge of Paylocity, including but not limited to various modules, payroll codes, and employee/benefits data.
  • Prepares, uploads, and audits annual salary increases within Paylocity.
  • Partners with Paylocity to troubleshoot employee payroll requests and escalates support tickets as needed.
  • Ensures quarterly and annual tax reports are filed with Paylocity.
  • Creates and uploads holiday and payroll calendars into Paylocity in partnership with the P&C team.
  • Processes DOL statistic reports, as needed.
  • Calculates and processes quarterly payments for New York DBL and PFL notices.
  • Other duties as assigned.
 
KEY QUALIFICATIONS 
  
  • Bachelor’s degree required.
  • 3-5 years payroll processing experience required.
  • Knowledge of local, state and federal regulations and compliance that apply to HR and Payroll programs including FLSA, FMLA, COBRA, etc.
  • Exceptional interpersonal, written, and oral communication skills at all levels of the organization and with external contacts.     
  • Must be able to appropriately handle confidential information.
  • High level of detail orientation, accuracy, and sense of urgency.
  • Proven ability to prioritize and work independently within critical deadlines.
  • Prior experience with Paylocity preferred.
  • Proficient in MS Excel and Word.
  • Strong verbal and written communication skills; and excellent interpersonal skills with the ability to maintain cooperative working relationships.
  • Strong organizational and time management skills with the ability to prioritize and multi-task and work autonomously or with a team, within a vibrant and open office space.
