1. Department Administrative Operations and Strategic Planning (45%)

Operations Management - Directs, designs, and implements departmental policies, procedures and systems to achieve operational effectiveness and compliance with institutional policies, audits and other regulatory requirements, as well as efficiency and effectiveness of service and product quality for internal and external customers. Develops and monitors internal controls that serve to maintain the integrity of the department and institution. Creates, maintains, and enforces departmental policies and procedures, while ensuring that internal processes meet or exceed institutional guidelines as well as those of external regulatory agencies.
  • Provides primary oversight for department initiatives and projects that are either in response to institutional initiatives or initiated in the department, e.g. Employee Survey
  • Ensure departmental cooperation and compliance with institutional initiatives for Joint Commission, Team Anderson, Employee Education Event, Employee Health, HIPAA, and other required training and Institutional programs.
  • Coordinates the annual performance evaluations for all classified employees.
  • Assists the Department Administrator in preparing annual reports and other special projects.
  • Provide oversight and management expertise in space management, property maintenance, inventory control, information systems to include physical and data security.



Assigned section(s)-As the administrator, operating/financial officer for institutional, administrative, financial, budgetary, clinical, academic and research matters for the Bone and Mineral Disorders; Diabetes and Mineral Disorders; and Basic Science Research Sections, provides administrative management and oversight of the sections' programs.
  • Establish appropriate lines of authority and responsibility.
  • Oversee the administrative responsibilities of grants, contracts and other agreements.



Strategic Planning -In collaboration with the Chair and Department Administrator participate in the strategic planning for department and programmatic growth, through timely tracking, management, and reporting of the department's services and programs. Responsible for coordinating, implementing, and monitoring deadlines for growth in areas of clinical, research, and educational initiatives.
  • Develop long-term strategic business and operations plans in collaboration with the department chairman, department administrator, faculty and division leadership.
  • Manage and evaluate plans to achieve long-term financial and operational results.
  • Provide the administrator with analysis and outcomes as necessary. Coordinate marketing initiatives and work closely with senior-level administrators and faculty as necessary.



2. Financial Management (25%)

In conjunction with Department Administrator and the Senior Financial Analyst, works to prepare, justify, administer and monitor budgets for the department and its related programmatic areas. Ensures timely and accurate expense and income tracking for E&G, PRS, grant, contracts, and/or philanthropic funds. Assists in the decision-making, planning and forecasting of all financial and budgetary matters.
  • Administers budgets (including fund sources from state, federal, local granting agencies, donors and private industry) for the department and its related programmatic areas within institutional guidelines and in accordance with strategic plans.
  • Approve and monitor all fiscal transactions including personnel, travel, capital equipment, maintenance and operations, grants and contracts, faculty start-up, PRS funds, professorship and donor funds.
  • Evaluate expenditures to ensure all funds are utilized in an appropriate and effective manner per institutional and regulatory guidelines.
  • Analyzes metrics and reports and provides recommendations for strategic planning and efficient operations.



Assigned section(s)- Provides management or oversight to the overall business activities of assigned section(s), to include but not limited to:
  • Joint Operating Agreement of the Rolanette and Berdon Lawrence Bone Disease Program of Texas (BDPT) and all MDA joint initiatives.
  • MOU for Scanco CT Scanner
  • Core Histomorphometry Lab
  • The Glycemic Management Program
  • Diabetes Education Service
  • Identification of funding resources for research in diabetes and safety and quality
  • Laboratory-based Operations and in collaboration DoIM, Grant Management,


3. Space/Property/IS Management (25%)

Physical Resource Management & Planning - Manages the department's physical resources including space, equipment and other property. Plans physical resource needs and manages physical relocations and renovations. Ensures accuracy of annual inventory processes. Conducts annual space survey. May manage staff and/or operations in numerous physical locations. Manages the department's physical resources including space planning, inventory control, and property maintenance.
  • Serve as Property Controller for the Department. Is knowledgeable about the Department's annual physical inventory in accordance with the guidelines provided by Property Control and ensures the required inventory lists are accurate, reconciled as required, and entered into the Department's database.
  • With the Department Administrator and Operations Manager, assists in the planning and coordination of all space assignment for the Department. Plans and coordinates all moves.
  • Act as primary liaison with Capital Planning & Management, Facility Management teams, and Telecomm.
  • Provides recommendations for the purchase or the reallocation of all fixtures, furniture and equipment based upon research of available technology and standards.



4. Participates in and/or manages other projects, as assigned. (5%)

EDUCATION: Bachelor's degree in Business, Hospital/Health Care Administration, or related field.
EXPERIENCE: Four years health care related experience in a professional/administrative capacity, to include two years of experience in a supervisory capacity. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.
