OverviewABOUT USThe Winston-Salem Children’s Developmental Services Agency (W-S CDSA) is the local lead agency for the NC Infant-Toddler Program (NC ITP), a federally mandated program (Part C of the Individuals with Disabilities Education Act) serving children with/at risk for developmental disabilities and their families. Information on the NC ITP is available at https://beearly.nc.gov/.JOB SUMMARYDeliver quality early intervention service coordination (targeted case management) to infants and toddlers ages 0 to 3 years and their families. Ensure that infants and toddlers referred and/or enrolled in the NC Infant-Toddler Program (NC ITP) receive service coordination provided in accordance with and in compliance with Federal and State regulations ensuring parents’ rights in the program. Provide targeted case management, resources, and referrals to appropriate community programs as needed within the six-county catchment area W-S CDSA. Meet NC ITP mandated timelines and documentation for enrollment, individualized family services plan (IFSP), intervention services as needed, transition planning, and transition upon the child’s third birthday.EDUCATION / EXPERIENCE• Graduation from an appropriately accredited college or university with a bachelor’s degree in one of the following: Birth-Kindergarten Education, Early Childhood Special Education, Special Education, Child Development, Human Development-Family Relations, Family Studies, Family and Consumer Sciences, Psychology, or Social Work, and two years of post-baccalaureate full-time experience as an early intervention Developmental Specialist or equivalent at a North Carolina CDSA or similar early intervention program in another state.• Or, Master’s degree from an accredited college or university in same areas of study and one year of full-time experience as an early intervention Developmental Specialist or equivalent at a North Carolina CDSA or similar early intervention program in another state.• Must be eligible for Infant-Toddler Family Specialist certification and maintain Infant-Toddler Family Specialist certification through continuing education yearly.LICENSURE, CERTIFICATION AND/OR REGISTRATION• Birth-Kindergarten or Special Education Certification/Licensure is preferred.• Masters’ level degree in appropriate field preferred.• Infant-Toddler Family Specialist Certification must be obtained and maintained throughout employment.• Must have valid NC driver’s license and reliable personal transportation.SKILLS AND QUALIFICATIONS• Computer literacy, experience with Microsoft Word/Office required.• Thorough knowledge of the concepts, practices, and techniques in the field, including infant-toddler assessments and development of IFSPs.• Considerable knowledge of child development, family dynamics, developmental disabilities, and factors which place infant/toddlers at risk for developmental delays.• Skill in working with young children and their families.• Must be able to collaborate/communicate with parents, co-workers, and other professionals.• High degree of soundness in judgement and accuracy to determine eligibility, as well as application of and compliance with Medicaid standards, IDEA policy requirements, and familiarity with NC ITP policies and procedures.• Experience writing treatment or educational family services plans. Experience working with community support systems and resources.• Communication and interpersonal skills which are effective, respectful, and sensitive with respect to a diverse and multicultural population of children, families, and coworkers.• Skills in problem-solving, mediation, conflict resolution, and teamwork are essential for collaboration as a CDSA team member, as well as for working with families and community agencies.• Individual must be able to independently drive from Winston-Salem or Lexington office to homes of clients in Davidson, Davie, Forsyth, Stokes, Surry, and Yadkin as needed based on referrals and enrollment location and population (mileage reimbursed at IRS rate). Must be able to drive on a daily basis to meet with multiple families in their homes or in other agreed-upon community settings within a family’s local area.• Fluency in Spanish is desirable.ESSENTIAL FUNCTIONS• Provide targeted case management/service coordination based on compliance with federal IDEA, part C, and NC ITP guidance governing infant-toddler early intervention.• Ensure family procedural safeguards, meeting federal and state required timelines, compliance indicators, and paperwork for all service coordination activities.• Responsible for explaining NC ITP early intervention to families and ensuring parents’ rights for eligibility, the child’s developmental strengths, needs, and services within NC ITP. Explain enrollment based on eligibility status to parents, referral sources, and community professionals as needed.• Responsible for gathering information from the family, beginning a “family-directed” identification of family needs, strengths, priorities, concerns, and resources.• Participates as a member of a team in conducting developmental evaluations or child assessments determining program eligibility, and preparing, developing, monitoring, and revising Individualized Family Service Plans (IFSP).• Assists families in accessing other services and resources as needed. This includes referrals and arranging service provision, with follow-up as needed. Work with other CDSA staff and/or network service providers to meet identified child and family needs/outcomes.• Assists families when child reaches two years of age to prepare for transitioning from the NC Early Intervention Program when the child turns three.• Performs other related duties as assigned and assures that record-keeping and documentation at all times is compliance with NC ITP, WS CDSA and WFBH program requirements.WORK ENVIRONMENTClinic and office settings as well as individual homes and community settings for each child on Developmental Specialist’s caseload.
