Under general supervision, is responsible for purchasing supplies, parts and equipment for the County; contracts for repair of all equipment for the County; and performs related duties as required
Duties and Responsibilities
Receives, tabulates and analyzes informal proposals for award of contracts and purchase orders
Analyzes specifications and drawings to determine the exact item or services to be purchased
Develops sources of supplies and services, establishing and using bidder's list, trade publications, directories or other publications for securing services and improving competition
Ensures contract compliance through meetings, telephone contacts or correspondence and ensures contractors understand purchase orders, requirements and legal limitations
Coordinates purchasing action taken with all County agencies concerned
Issues purchase orders for supplies or services
Researches incomplete purchase requests to determine supplies or services needed
Performs Buyer/Contract Specialist duties in a relief capacity
Performs related duties as required
Minimum Qualifications
Graduation from High School or General Education Development (GED) certificate supplemented by two (2) years of college in Business Administration, Purchasing or related field, and four (4) years experience in purchasing commodities and services or contract administration; or an equivalent combination of education and experience
Knowledge of purchasing practices and procedures; knowledge of basic principles of contract law
Skill in operating a personal computer; skill in communicating effectively, both verbally and in writing
Ability to maintain effective relationships with co-workers, County employees and the general public
Must submit a resume of previous working experience
Must secure and maintain a pre-employment physical and a pre-employment drug screen test
Must secure and maintain a favorable background check
Must have a valid driver's license, motor vehicle liability insurance and personal injury insurance
May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
Constantly working in indoor conditions
Occasionally moves items weighing up to 20 pounds
Occasionally moves about the office
Frequently communicates with others; must be able to exchange accurate information
Constantly operates a computer and other office productivity machinery
Positions self to perform essential functions
Must be able to remain in a stationary position
