The Project Manager manages, plans and coordinates the full life-cycle of projects for the Indian Health Services. This position ensures that all project goals and objectives are accomplished as laid out in the scope of work and within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction. Provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders. The Project Manager utilizes subject matter expertise to analyze and evaluate business functions, systems and processes in order to determine the most effective business applications for meeting the needs of Indian Health Services objectives. This full time position is remote to the Rockville, MD area; however, may be required to be on-site in the future.

ESSENTIAL REQUIREMENTS
Must be able to obtain an IHS Public Trust Clearance for access to facilities, equipment and property.
Bachelor’s degree in Computer Science, MIS or a related field of study and a minimum of 10 years IT experience.
Two or more certifications in PMP is preferred.
Experience with government contracting and procurement preferred.
Ability to plan and oversee projects through the use of project management software tools and methodologies, including MS Project, and MS Project Server.
Ability to effectively manage a geographically dispersed multifaceted team.
Effectively prioritize and manage projects in a fast-paced environment.
Maintain excellent working relationship with government customers.
Must have excellent interpersonal skills.
Experience managing Federal government projects and operations in a consulting environment.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Manages and communicates project expectations to team members.
Maitian, a project management methodology based on the HHS Enterprise Performance Management Lifecycle (EPLC) Framework to standardize PM processes across HIS.
Develops supporting project management tools that integrate CPIC, EA, EPLC, and FAC P/PM standards and principles to improve the overall understanding of IT project selections, planning, and execution.
Manages and maintains project-related activities and deliverables for the DPMB IT project.
Builds and maintains solid customer relationships and assures customer satisfaction with the successful execution of the project. This position will be most successful when a high degree of organizational aptitude is present along with a high level of enthusiasm and a strong drive to achieve outcomes using indirect resources.
Creates and maintains Project Management Plans – including Work Breakdown Structures (WBSs), Project Charters, Change Management, Risk Management, and Communication plans.
Responsible for managing the project providing support services of PMO, Capital Planning and Investment Control (CPIC) Management team .
Interfaces with internal project teams, management, customers and subcontractors. Maintains timely communications and develops collaborative rapport with solutions-oriented approaches.
Creates and coordinates projects in the Enterprise Portfolio Management Tool (EPMT).
Effectively manages the project scope, deliverables, cost, profitability, schedule, quality and resources.
Develops IT project plans in Microsoft Project and within IHS tools to guide the execution and control of the project, and tracks project milestones and deliverables.
Communicates IT project plans, objectives, timelines, schedules, job assignments and responsibilities.
Identifies and manages project dependencies and critical path. Proactively manages changes in project scope. Identifies and communicates potential risks with CNI and customer leadership, and devises mitigations and contingency plans. Identifies issues and devises work-arounds.
May be required to facilitate the establishment and implementation of policies, procedures and standards and governance to ensure compliance.
Evaluates Agency’s CPIC program and posture, provide recommendations to government client and senior leadership on changes and improvements.
Responsible for direct oversight of a group of contractor personnel who have technical expertise in the design, configuration and operation of web servers, databases, and application development, and who also have expertise in technical writing, maintenance and testing of the systems and applications.
Collects metrics, prepare weekly/monthly status reports for senior level management and the government client, reporting on system and network compliance, status of ongoing projects and efforts, and recommend ways ahead for problems and issues.
Coordinates project due dates, risks, issues, and deliverables.
Provides cost and resource estimates for projects.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Provide a Post-Implementation Review (PIR) six (6) months after a DPMB IT project's rollout to gather risks, issues, and lessons learned from implementing and using the implemented technology system.
EDUCATION AND EXPERIENCE

The estimated pay range for this role is $107K to $135K, with the final offer contingent on location, skillset, and experience.
