The Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control. EH Office of Administration provides procurement, budget and human resources support to Division bureaus. This office also serves as the central point of contact for all permits issued by the agency.
Environmental Health Administration, Finance Unit is seeking a Budget Reimbursement Analyst (Administrative Manager L2) that will be responsible for budget, contracts and reimbursement request for the Division of Environmental Health including 8 bureaus supporting 1,000+ employees. The Analyst will provide professional consultation to EH Bureaus in regard to
budgeting, reimbursement, encumbrances, contract planning, tracking and compliance.
Duties will include but not be limited to:
- Assist the Director in managing the OTPS spending for the Division; works closely with Bureau liaisons and Director of Budget and OTPS.
- Zip Car & Lens Liaison for EHS (Creates Division policy and tracking of users) works closely with Budget Analyst on usage, reporting and tracking of violations, Works with the Division of Administrative services for agency compliance.
- Metro-card/Personal expense liaison for the Division of Environmental Health.
- Reconciles EH Division reports with Finance applications (ConTrak Purchasing, BMS, OES, PAYRS)
- Tracks new need spending for the Division of Environmental Health.
- Prepare contract actions and amendments via Contrak. Work directly with ACCO to monitor contract processing status and tracking progress of pending contracts.
- Reviews and reconciles financial reports as need for Division and Bureau/Program meetings.
- Development, implementation and testing of internal control tools to assist EH Admin and Bureaus/Programs with contract planning, tracking and compliance.
- Monitors EH Division OTPS purchases via Finance applications to ensure EH Programs spend down approved budgets.
- Monitors EH Division OTPS accruals, works with EH Bureaus/Programs to ensure obligations are accounted for and cleared timely.
- Works with the EH OTPS Unit with regards to purchasing clarification including budgeting, modifications and payments and serves as a back-up P-Card holder
- Liaison with the Division of Administrative Services regarding space, parking placards, parking infractions.
- Assist the Director with projects as directed.
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
