Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

Strategic Services comprises five diverse teams who provide key business services and drive operational excellence across A&CM. Core functions of Strategic Services include: leading capital planning and financial administration including cost estimating for capital projects; supporting business departments to apply best-practice project management and project controls frameworks; enabling strategic vendor and contract management services; providing business intelligence services across the division to ensure data-driven management and decision-making; and, supporting business operations through supporting human resources management and logistics administration.

The A&CM Division’s Vendor & Contract Management Department seeks a Contract Coordinator. Reporting directly to the Deputy Director for Contract Administration, the Contract Coordinator coordinates activities related to monitoring contract compliance and recommending renewal or termination of contracts for alternative management groups. In the absence of the Deputy Director, serves as liaison to other government agencies and jurisdictions, board liaison, vendors, and others to assist in resolution of various housing problems; may represent the Department in meetings with representatives of such groups and jurisdictions. May train subordinate personnel.

Duties and responsibilities include, but are not limited to the following:

1. Perform complex professional work involved in the development and management of the department’s contracts and associated task orders.
2. Review and provide recommendations for contract awards, modifications, formal requests for time extensions on contracts, etc.
3. Provide technical expertise to departments in the developmental stages of their contracts. Provide clarification of terms and conditions of contracts.
4. Collaborate with NYCHA departments, tracking bid progress and facilitating contract awards.
5. Assess departmental needs and assist with vendor and procurement actions.
6. Coordinate meetings with vendors and internal stakeholders, including pre-bid conferences.
7. Create Ad-Hoc reports, perform data tracking, and maintenance of contract documents; and perform additional duties as assigned by the supervisor.

NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Procurement Analyst to be considered.

1. INTERAGENCY TRANSFERS INTO NYCHA OF THOSE PERMANENT IN TITLE ARE NOT PERMITTED IN THE FACE OF AN ACTIVE AND VIABLE NYCHA PROMOTION LIST OR PREFERRED IS FOR THE SAME TITLE.
2. Candidates with permanent civil service status in the title of Associate Contract Specialist will also be considered.
3. NYCHA employees applying for transfer, promotional, title or level change opportunities must have served a period of one year at current location and in current title and level (if applicable).

PROCUREMENT ANALYST - 12158

Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
