The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
Under the executive direction of the Chief of Review and Permitting and the Director of Division of Engineering, Connections & Permitting, Bureau of Water and Sewer Operations with the widest latitude for independent judgment and decision making, the selected candidates will serve as the Deputy Chiefs of Site Connection Unit. Site Connection Unit is a unit within the division of Engineering, Connection and Permitting that review engineering applications related to site connection and house connection proposal to make sure storm and sanitary discharge to the city sewers follow latest rules and regulations and determine the potential impact on the New York City DEP and sewer systems. This unit ensures that all reviews/approvals conform to DEP rules, regulations and requirements and will not have adverse impact on the city’s sewer and drainage system and all reviews are conducted in accordance with established schedules. The Deputy Chief of the Site Connection Unit is responsible for supervising 20 -25 staff of varying expertise including mechanical and civil engineers as well as administrative staff. Specific responsibilities of Deputy Chief include, but are not limited to:
- Actively supervise and administrate all staffs for the daily operations in Review Unit including engineers, technicians, and clerical/administrative personnel.
- Develop and establish review time.
- Direct subordinates in performance of work assignments.
- When advised of delays and backlogs, reassign staffs when necessary to eliminate delays and complete reviews within established time frame. Reduce number of resubmissions and enhance
customer service to both internal and external applicants.
- Ensure that all information contained in the response letter to the filing consultants is accurate and comprehensive as prepared by staff reviewers.
- Direct subordinates during review in exploration and consideration of all options for solutions.
- Keep up to date on the overall status of activities in the work unit, identifying problem areas and taking corrective actions.
- Assist in reviewing or possibly any modifications to the standards, specification, and guidelines.
- Provide guidance on policy and oversee any observed problems.
- Directly supervise Engineer In Charge involved with highly complex site connections & Engineering applications (such as site connection, house connection proposals, Internal Water main
(IWM) plans, dewatering applications, Board of Standards & Appeals, sidewalk cafes, temporary trailer, Builders Pavement Plans, swimming pool discharge, private bonds, revocable consent
etc..) review process within the five boroughs of the City of New York and ensure that they are reviewed and approved as per DEP rules, regulations and requirements by the staff.
- Engages in research, investigation, or studies related to the engineering functions or activities of a department or agency.
- Coordinate with other units within the agency to comply rules and regulations.

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
