The New York City Department of Investigation (“DOI”) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.
DOI's Office of the Inspector General for the New York City Police Department (OIG-NYPD) is authorized to investigate, review, study, audit and make recommendations relating to the operations, policies, programs and practices of New York Police Department (NYPD), with the goal of enhancing effectiveness, increasing public safety, protecting civil liberties and civil rights, and increasing the public's confidence in the police force.
OIG-NYPD is seeking a Senior Investigative Analyst to investigate, review, study, or audit selected operations, policies, programs, and practices of the NYPD. The Investigative Analyst, using an investigative data-driven approach will identify policy and practice areas of concern and where improvements are needed in how NYPD carries out its law enforcement responsibilities. The Senior Investigative Analyst will work alongside other OIG-NYPD staff to develop recommendations for reforms to NYPD, based on investigative findings, best practices and other research. The Senior Investigative Analyst will also monitor and produce public reports documenting the extent to which NYPD implements, or does not implement, the Office's recommendations. In additional to producing public reports, the senior investigative analyst will be involved with complaint intake.
The Senior Investigative Analyst must have strong research, analytics, and communication skills and be adept at conveying complex policy issues to other OIG-NYPD staff members and DOI executive staff, as well as to a lay audience.
The Senior Investigative Analyst will work other investigative analysts, data analysts, and attorneys. The successful Investigative Analyst candidate will be conscientious, thoughtful, detail-oriented, self-motivated, and flexible enough to perform effectively both independently and as part of a multi-disciplinary team.
Key responsibilities will include, but not limited to:
- Performing policy and fact-finding research and analysis
- Developing the scope and the corresponding analytical steps for policy reviews and assessments.
- Conducting reviews and audits of NYPD programs and operations to ensure compliance with policies and procedures.
- Analyzing risk, make assessments, and identifies controls to reduce risk.
- Using effectively, investigative techniques and resources.
- Conducting interviews with NYPD and advocacy organizations and drafting information and administrative requests.
- Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives and make recommendations.
- Preparing status reports and conducting presentations throughout the investigation life-cycle.
- Preparing, reviewing and editing reports and recommendations pertaining to the findings.
- Monitoring and producing public reports documenting the extent to which NYPD implements, or does not implement, the Office's recommendations.
- Performing other related duties as assigned or requested.
If selected, the candidate will be fingerprinted and undergo a background investigation. In addition for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).
