The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 325 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.
Reporting to the Director of the Pest Control Department, with considerable latitude for exercise of independent judgment and unreviewed action and decision, gives technical advice to exterminators and those working in the extermination trade NYCHA-wide. In addition to performing the duties of Assignment Level IV, performs tasks such as the following:
- Conduct annual review of existing and new pest control supplies.
- Conduct testing and experiments with new supplies and solutions.
- Review procedure and practices.
- Provide technical expertise that inform policy changes and improvement in the operation.
- Must an expert on the Pest Control Standard Procedure.
- Serve as the agency representative for the Citywide Pest Control Program with regard to its business activities as regulated by the NYS Department of Environmental Conservation.
- Train staff.
- Oversee NYCHA's purchase and use of regulated pest control products in Oracle.
- Serve as liaison with the NYC Department of Health regarding its Integrated Management Program.
- Represent NYCHA on the NYC Interagency Rodent Task Force.
- Respond to and investigate pest control complaints generated by the media, politicians and NYCHA's Executive Department; provide reports and follow-up actions in response to these issues.
- Provide technical guidance and instruction to NYCHA's Borough Pest Control Operation and shadow staff weekly.
- Must be willing to put labor code on work orders.
- Provide quality assurance oversight to NYCHA's West Nile Virus Contractor (s) and other contractors as needed.
- Move pesticides to different shops as needed.

1. A valid certificate as a Certified Commercial Pesticide Applicator for Industrial, Institutional, Structural and Rodent Control (7A) issued by the New York State Department of Environmental Conservation. This certificate must be maintained for the duration of employment.
License Requirement
For appointment to certain positions, at the time of appointment eligible must possess a Motor Vehicle Driver License valid in the State of New York. This license must be maintained for the duration of employment.
2. To be eligible for placement in Assignment Level IV individuals must have, in addition to meeting the minimum requirements, two years of full-time satisfactory practical experience in the preparation and use of insecticides, rodenticides, baits, traps, and related chemicals/equipment for the extermination of insects, vermin and other pests and two years of full-time satisfactory experience in a supervisory capacity, for a total of four years of experience.
