The Senior Communication Advisor is a recognized subject matter expert and provides leadership for highly complex and challenging communication activities under the minimal direction of a manager or executive. Acts as a principal specialist to develop, execute and improve overarching communication strategies utilizing established and innovative approaches, methodologies, and/or techniques to achieve both short and long-term organizational goals. Creates and manages the organizational communications framework which establishes clear roles and responsibilities for the organization's program. The Advisor writes, edits and coordinates comprehensive communications products. Also advises management to facilitate efficient and effective execution of the program activities. The incumbent will develop, drive, and manage communications strategies for APL leadership and ensure timely, consistent messaging across multiple communication channels, collaborating regularly with senior APL leadership to develop and refine corporate communications strategies serving the APL workforce, the FAA more broadly, and USDOT, as well as external groups.
Applies experience and expert knowledge that are applicable to managing the communications program, and to conduct functional work activities to achieve projects/programs goals. The incumbent manages elements of the Assistant Administrator’s internal communications, including employee engagement and other employee facing opportunities, and external communications to include public events, speaking engagements and media opportunities. Coordinates with the Assistant Administrator’s executive support team on scheduling and prioritizing executive time regarding internal and external communications.
Applies knowledge of FAA's policies and objectives to identify, define, and organize projects/programs/work activities. Supports the identification of opportunities for public engagement via traditional, digital, and emerging media and evaluate various operating environments to determine what members want to know, need to know, and how to best deliver the information. Work products may include preparing presentations, executive speeches, talking points, correspondence, social media posts, briefing memos, video messages, background material and research for events and meetings.
Contacts are internal and external. Serves as the primary interface, incumbent will work closely with the FAA Office of Communications to amplify existing themes, promote updated and new messaging ensuring consistent branding and alignment with agency corporate positions for all communications efforts within the APL organization. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. May create new solutions and policy interpretations, as situations require. Provides advice and guidance for the coordination of internal and external events, forums and support the fostering of relationships with advocates and key persons within the aviation stakeholder community on behalf of the Assistant Administrator.
Work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SO and often impact on the objectives of the FAA.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
