Coordinator of Federal Programs

GENERAL PURPOSE

Reporting to the Assistant Director for Student Access and Opportunity, the
Coordinator, Federal Programs provides leadership and coordinator for activities under Title I, Title III, and Title IV Part A for Stafford County Public Schools (“SCPS”).
The Coordinator will work closely with building administrators in schools with significant eligible student populations, along with other leaders in the Department of Academic Programs, to ensure effective use of federal funds to achieve the goals established by federal legislation for those funds and progress towards the priorities established in the SCPS Strategic Plan. The successful candidate will have strong organizational and fiscal management skills along with the ability to effectively oversee implementation of federally-funded programs for compliance.

MAIN JOB TASKS AND RESPONSIBILITIES

  • Ensure effective implementation of federally-funded programs
  • Collaborate with building administrators and Department staff to identify high quality programming, compliant with federal law, which support the priorities of the SCPS Strategic Plan.
  • Develop the Consolidated Application for Title program funds, including all grant writing, amendment, recordkeeping, and reporting.
  • Contribute to School Improvement Plan development, especially at schools receiving Title I funding.
  • Conduct site visits and other evaluations or audits to ensure Title-funded activities align with the purposes stated in the SCPS Consolidated Application.
  • Manage all budgets related to federal Title grants and assurance that all expenses of grant funds are for compliant purposes.
  • Supervise reimbursement requests to the Virginia Department of Education for Title funds awarded to the division through Title programs.
  • Prepare and submit all reports required for Title grants, including but not limited to program evaluation, periodic audits, project reports.
  • Support and demonstrate core values of SCPS
  • Engage in ongoing professional development relevant to position.

Coordinator, Federal Programs Stafford County Public Schools

  • Respond promptly and thoroughly to written and oral requests for information.
  • Maintain a clean, neat appearance, appropriate to position.
  • Maintain a record of appropriate attendance and punctuality.
  • Serve as an optimal role model for students, colleagues, and the general public.
  • Work in close harmony with colleagues, supervisors, and co-workers.
  • Comply with all District and School policies and regulations, including but not limited to guidelines for confidentiality.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree from an accredited college or university required; master’s degree in a field related to educational leadership, public policy, public administration, or business administration preferred.
  • Five (5) or more years of progressive experience in project management required; experience with federal grants and/or project management in K-12 education strongly preferred.
  • Experience as a K-12 principal or assistant principal in a school receiving Title I funding preferred.
  • Valid Virginia Professional License with endorsement in administration and supervision preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge o Elementary and Secondary Education Act of 1965 as amended and accompanying regulations related to Title I, Title II, Title III, and Title IV
  • Part A. o Virginia Department of Education grant administration guidelines
  • Skills o Grant writing, especially for public grants, and grant reporting o Budget management subject to external auditing
  • Abilities o Provide and receive feedback in constructive ways o Lead mission-driven work and bring groups to shared decisions o Work cooperatively in a team environment to meet goals o Organize and perform work independently o Work on multiple projects while meeting all deadlines o Show sustained effort and enthusiasm in quality and quantity of work WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
  • Work environment is inside with moderate noise and temperatures and limited to no exposure to chemicals or other negative environmental factors.
  • The work is light work with occasional need to exert up to 20 pounds of force to move or lift objects.
  • The following physical and mental abilities are representative of those expected to complete the essential functions of the job: standing for prolonged periods; sitting for prolonged periods; repetitive motions with the hands, wrists, or fingers; repetitive motions with force on back or lower body; ability to feel, grasp, or hold objects by hand; discernment of letters or numbers; understanding and communicating in spoken language; understanding and communicating in written language; perception of sounds; making decisions using logic and rational thinking.

Job Types: Full-time, Contract

Pay: $60,000.00 - $95,000.00 per year

Schedule:

  • 8 hour shift
  • Monday to Friday

Ability to commute/relocate:

  • Stafford, VA 22554: Reliably commute or planning to relocate before starting work (Required)
