The creation of the HHC System Support Office recognizes the work of a large and growing group of employees whose responsibilities are continually evolving so that we and our departments now work on behalf of the system as a whole, rather than a single member organization. With the creation of our new umbrella organization we now have our own identity with a unique payroll, benefits, performance management system, service recognition programs and other common practices across the system. We are seeking a skilled Labor Relations & HRIS Specialist to support our labor relations and human resources teams by providing critical data reporting and analysis. In this role, you will work closely with HR and labor relations professionals to support collective bargaining, compensation analysis, and workforce management through the effective use of HR data systems. Ideal candidates have experience in HR, preferably with exposure to labor relations, employee benefits/compensation, and possess strong analytical and data reporting skills. Position Summary: Participates in the design, development and on-going production support of the department's own information systems which may integrate throughout the hospital enterprise to provide business solutions which will improve the effectiveness and efficiency of service delivery to the department’s customers. Business Analyst provides human resources data reporting and analysis. Partners with key stakeholders to define, analyze, produce and deliver required analytics to enable effective utilization of human capital and drive business decisions. This position has a dual reporting relationship to the HCM Program Manager and Employee Service Center Director. Position Responsibilities: Key Areas of Responsibility *1. *Customer Service and Consultation § Advises and consults with customers both internal and across the hospital enterprise by developing and maintaining a thorough knowledge and understanding of the departments business needs in order to make cost-effective and efficient recommendations. § Collaborates with Information Services team to ensure developed department systems are compatible with overall Hospital systems requirements, standard and hardware specifications. § Initiates self-development by maintaining a high degree of business function knowledge and current technologies and seeks opportunities to educate end-users and peers to promote a continuous learning environment. § Works independently by assuming project leadership providing the highest quality of system consulting in order to ensure overall customer satisfaction. May manage other staff members depending upon department. § Supports entities that have bargaining unit representation by overseeing the administration of collective bargaining agreements with regard to all compensation, health and welfare articles and applicable side letters § Completes all reporting requirements, as specified by collective bargaining agreements, to include but not limited seniority reports etc. § Supports represented entities by completing information requests as needed, in preparation and support of collective bargaining and labor management meetings. § Collaborates with all applicable HR teams to ensure effective and timely changes are made as a result of contract ratifications to any applicable systems that may arise as a result of memorandum of agreements. 2. Performance Improvement and Quality § Provides requirements and guidance to the HRIS reporting team in the development, maintenance and delivery of reports and queries. § Assures accuracy and quality of information/analytics produced by the HRIS team; audit HR data, recommend necessary corrections and enhancements to HRIS team. § Maintains department systems by investigating, implementing and testing modifications to ensure compliance with appropriate regulatory standards. § Provides systems support to staff by maintaining departments hardware/software availability, educating and trains staff in the systems application and supporting report production to ensure requests are being met. May recognize abnormal reporting patterns and initiates corrective action where required and within scope of knowledge and expertise. § Works collaboratively as a team member with user groups both within and across the hospital system; shares resources, information, tools and ideas that improve the department's services. § May develop appropriate linkage by integrating department systems with other systems to ensure efficiency and facilitate flow of information across the hospital enterprise. *3. Problem Solving and Analysis § Develops and runs queries and reports in PeopleSoft. § Integrates data from all functional areas of HR to enhance the ability of HR (Comp/benefits, employee life cycle) to provide strategic and targeted interventions to improve overall business performance. § Works with IT developers to develop and maintain HR Scorecards, ranking reports, turnover studies, etc.; develops reports, dashboard and analytics solutions to meet the business/functional needs and overall strategic direction. § Performs analysis of relevant HR data, identifies trends and develops predictive analytics to support the business and fact-driven decision making. And proposes recommendations to proactively address concerns. § Analyzes department needs, translates requirements into program design; develops, tests and implements creative solutions to ensure the department meets long and short term goals and business objectives § Troubleshoots and problem solves systems by providing 24 hour accountability in order to respond in a rapid manner in order for users to meet their business needs. § Performs other related duties as assigned or requested. Education § Minimum: Bachelor's degree § Preferred: o Bachelor's degree in Business Administration, Computer Science, Human Resources, Statistics or a related field. o Specific technical/clinical/business degree Experience § Minimum: 1-3 years’ related experience with business development in a healthcare environment or Master’s Degree in-lieu of experience. § Preferred: o Five (5) years’ experience in workforce analytics and HR Reporting. Knowledge of PeopleSoft queries and reporting and two years of experience with a PeopleSoft HR environment; familiarity with Taleo reporting. Experience with developing and implementing HR Scorecards. Experience with data visualization platforms (Tableau or Power BI) *Key Knowledge, Skills and Ability Requirements : § Demonstrated critical thinking skills. § Takes initiative and is a good problem-solver. § Strong interpersonal skills and customer orientation required. § Strong PC and analytical skills essential. § Computer Skills; Advanced Excel; Word, PowerPoint, PeopleSoft, including reporting; § Experience and skill in using analytical, statistical or dashboard software, preferred. § Strong verbal and written communication skills § Time management and organizational skills.
