Description of Work Unit
The Department of Health and Exercise Science (HES) is one of eight academic programs in the College of Health and Human Sciences. Colorado State University is Colorado’s land grant institution and holds the Doctoral/Research University – Extensive classification from the Carnegie Commission on Higher Education. Health and Exercise Science is focused on a three-part mission of undergraduate and graduate teaching, research and scholarly work and outreach/engagement/service. We are committed to our goal of producing nationally and internationally recognized research programs and graduates that are focused on helping people protect and improve their health and quality of life throughout the lifespan.
The Department has ~1050 undergraduate majors, 30-35 M.S. and Ph.D. students, 18-20 academic and research staff and 27 faculty members. Faculty in the Department of Health and Exercise Science have a strong commitment to high-quality teaching and advising and conduct innovative research with an emphasis on basic, translational, and clinical work to prevent aging-related disease and disability and maximize human functional performance.
The Human Performance Clinical Research Laboratory, the research hub for HES, is a CSU Program of Research and Scholarly Excellence and a center for interdisciplinary research, training, and outreach. HES also has a strong focus on community engagement, including a First Responder Heart Disease Prevention Program, Adult Fitness Program, Noon Hour Fitness Program, Youth Sports Camps and an After-School program.

Position Summary
The HR Coordinator and Assistant to the Department Head for the Department of Health and Exercise Science within the College of Health and Human Sciences (CHHS) is a 12-month, full time Administrative Professional position. The position reports directly to the Department Head of Health and Exercise Science. As a member of the department operations group this position will manage HR operations for the Department and work with the Department Head to promote a human resources climate of cooperation, clarity of regulations and effective hiring, onboarding, retention, and mentoring of faculty and staff. The position will also coordinate with Business Officer to facilitate department operations and provide administrative support to the Department Head including providing information, engaging in discussion, and contributing to decision making in all critical missions as defined by the Department Head.

Required Job Qualifications
  • Bachelor’s degree in Business, HR, or a field related to the department focus OR Bachelor’s degree in an unrelated field and at least 2 years of relevant work experience
    OR – Associate’s degree and at least 3 years relevant work experience
  • Demonstrated ability to organize and prioritize multiple complex tasks
  • Experience with Microsoft Office Suite
  • Experience utilizing complex systems to manage data
  • Excellent verbal and written communication skills
  • The successful candidate must be legally authorized to work in the United States by the proposed start date. The Department will not sponsor a visa for this position.

Preferred Job Qualifications
  • Experience at an institution of higher education

HR Coordination and Operations

Duty/Responsibility
HR Liaison
  • Serve as the Departmental HR Liaison which includes but is not limited to attending monthly HR community meetings, processing all Oracle actions, being the first point of contact for any HR needs and general questions
  • Participate directly in formulation of Department policies, ensuring that the fiscal and personnel practices are in compliance with university regulations, policies, and appropriate laws; interprets university and departmental policies, and advises faculty, staff and students on their provision


Talent Acquisition and Search Support
  • Partner with hiring managers, department leadership, and HR to fill open positions with well-qualified candidates including:
    • Assist with development of position descriptions
    • Establish, organize, and manage recruitment/selection processes for each open position in the department utilizing the university’s Talent Management System (TMS) and Handshake
    • Move applicants in the TMS workflow
    • Create and maintain records related to the search process in accordance with University and College standards.
    • Serve as support person for searches. Take meeting notes, post position announcements to various recruitment sites, arrange schedules, coordinate interview logistics, and track/enter relevant information into TMS.
    • Manage Open Pools
    • Ensure compliance with university hiring policies and governing regulations
    • Process Associate appointments
    • Provide onboarding support for all new employees (including student hourly, non-student hourly, graduate assistants, faculty and staff) enter their assignments in the Oracle HR system.


Performance Management / Employee Retention
  • High-level support for Department Head with annual evaluations for all employee types including faculty, administrative professional and state classified employees, hourly
  • Oversee promotion program and work with supervisors on promotional path and implementation of promotions for staff
  • Maintain department personnel records
  • In conjunction with the Business Officer, coordinate the technology updates for faculty and staff
  • Maintain employee Conflict of Interest Management Plans and oversees compliance with annual employee conflict of interest disclosure process
  • Complete management of HR data for the department using the HRIS, which can include:
    • Initiating assignment information for all employee types
    • Processing assignment changes for all current employees
    • Managing labor distribution for all employee types
    • Initiating and managing position management, and performance management data additions/edits
    • Providing support to all department stakeholders in the areas above as needed and appropriate
  • Manage all employee leave records (AL, SL, FML, etc.), audit leave balances, and leave processes which may include working in Time Clock Plus, inputting holidays, special leave, FML, post doc leave, etc.
  • Provide guidance and facilitation to employees and supervisors for special leave programs such as Family Medical Leave, Emergency Paid Sick Leave, Short-term Disability, Leave Without Pay, and Workers Compensation.
  • Run monthly HR-related reports (via Time Clock Plus, Vista Plus, Oracle, etc.) and take appropriate actions
  • Manage TimeClock data for the department and provide instruction to supervisors as needed
  • Work closely with the department finance team to oversee payroll

  • In conjunction with the Department Head and Business Officer, coordinate the annual salary raise exercise (SALX) and review and process all equity/special/promotional salary adjustment requests.
  • High-level support for the Tenure and Promotion committee with processing related documents for the College and University, as well as supporting tenure track and CCF faculty with document preparation for tenure and/or promotion reviews
  • Coordinate annual updating of Digital Measures
  • Assist with development and updating of policy and procedure manuals; organize and manage department records
  • Assist with preparing presentation materials for advisory board, faculty, staff and other meetings
  • Provide resources, information, and networking relevant to the advancement of the department
  • Provides administrative support to the Department Head including providing information, engaging in discussion, and contributing to decision making in all critical missions as defined by the Department Head including; administration, research and facilities management, coordinating and all relevant college and university offices for consistent management and oversight.
  • Provide input to determining strategic objectives for the Department, including compilation and preparation of statistical, regular and ad hoc reports
  • Coordinate and execute department events including faculty/staff retreats, faculty/staff meetings, etc. and typically involves arrange for suitable locations for events when needed, catering coordination, staffing, distribute event invitations and communicating event announcements
  • Primary facilitator for Homecoming 5k including establish and manage registration systems, event attendance, attendee relations
