SummaryThis position is located under the Division of Financial Services, Patient Business in the Benefits Coordinator Section at the Phoenix Indian Medical Center. The primary purpose of this position is to function as the Health Benefits Coordinator, assuring the identification of patients who are eligible for alternate resources. This position reports to the Benefits Coordinator Supervisor. Position is located in Phoenix, Arizona.Learn more about this agencyHelpDuties• This position is being announced concurrently under Excepted Service Examining Plan/Merit Promotion Plan (ESEP/MPP) procedures. Please review vacancy announcement number IHS-24-PI-12422728-ESEP/MP; for eligibility requirements. NOTE: Applicants must apply separately for each announcement in order to be considered.**• Works closely with all Phoenix Indian Medical Center staff in the identification and utilization of all alternate resources available to the Indian population.• Establishes eligibility of potential Medicare eligible by working with the Social Security Administration (SSA), on both the local and regional levels.• Works closely with the local County Department of Welfare, Department of Human Resources, and/or with other appropriate agencies, and Tribal Offices to establish eligibility for Medicare, Medicaid, Supplemental Social Security Income, etc.• Interviews all patients eligible for Medicare and Medicaid benefits to ensure they understand their entitlements in Indian Health Service facilities.• Maintains a tracking system of pending applications for various Medicare or Medicaid programs to ensure the enrollment of patient to said programs.HelpRequirementsConditions of EmploymentMust pass pre-employment examination.Selectee may be subject to a probationary periodU.S. Citizenship is requiredSelective Service Registration is required for males born after 12/31/1959This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. You may be subject to a credit check as a part of the background investigation process.QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.Minimum QualificationsGS-07: One (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector. Examples include: Demonstrated experience working with a health care delivery system, responding to routine inquiries from patients, explaining multiple health service options; assessing and educating patients in regards to unique health services and program eligibility; assisting patients through the enrollment process for each benefit; screening and interviewing patients to obtain accurate biographical information; researching alternate resources, interpreting comprehensive rules and procedures for outside resources.GS-08:One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector. Examples include: Certifying the eligibility requirements for health care benefit programs such as Medicare, Medicaid, Social Security Insurance, and similar resources provided by the medical facility; compiling data and writing reports; conducting comprehensive patient interviews to determine eligibility for alternate health insurance resources; providing recommendations to patients on the various health care benefit programs and eligibility criteria based on current health care laws and regulations; conducting extensive research and providing benefit updates involving changes in rules and regulations for alternate resources; assisting in settling controversial benefit issues.You must meet all qualification requirements within 30 days of the closing date of the announcement.EducationThere are no education requirements.Additional informationAdditional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement.Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.This position is covered by a Bargaining Unit.Recruitment and/or Relocation Incentives may be authorized and is subject to availability and service unit approval. If offered, you will be required to sign a one (1) year service agreement. Failure to fulfill the service agreement will result in repayment of the incentive.This position has promotion potential to the GS-08 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
