Marine Dispatcher

Mansfield Service Partners "O'rourke Marine Services" is looking for a Marine Dispatcher for our Houston, TX location. The Marine dispatcher will manage daily inventory, towing spreadsheet, schedule deliveries to customers, schedule loading and discharge of ULSD/DMA, and analyze expenses related to business operations.

Essential
Duties:

  • Work with sales to confirm and verify customer bunker orders. Keep customers, agents and sales informed of any delays
  • Work with the Fleet Manager and Operations Manager daily to determine what operational needs must be met each day
  • Update Daily: Truck Schedule, Vessel Schedule, Inventory, and Towing Sheet
  • Review bunker delivery notes for completion and accuracy, cross check against schedule and correct the schedule to the actual gallons sold
  • Manage Lubricant purchasing including; inventory, purchase orders, receipt of goods once the signed bill of lading is received, and work with management to meet any customer needs
  • Schedule deliveries to maximize horsepower utilization and maximize earnings potential
  • Analyze invoices for mistakes and find opportunities to reduce costs
  • Communicate daily with fuel supplier to confirm via email of each barge movement to include: inventory needs, forecast for product needed, area product is needed in.
  • Manage the Load Schedule to maximize efficiencies and set up inspectors for loading and discharging, to verify quantities.
  • Schedule the additives company to treat barges and tanks
  • Impart safety policies/procedures to staff
  • Confirm that all inspector and Targa reports are accurate to keep inventory correct
  • Coordinate with Targa to maintain tanks are loaded with fuel. Verify their inventory calculations against OMS midnight gauges.
  • Work with Sales to make sure Vetting and SIRE information is accurate for OMS customers
  • Generate sales growth for the Brown water business using industry contacts and communicating with our customers Operations Managers, Port Captains, Schedulers, Dispatchers, etc.
  • Manage and train new Marine Schedulers and hold
  • Research any discrepancies that may occur with customers and their orders
  • Manage and submit all TCEQ reports on a quarterly basis
  • Review and Maintain Barge Documents, including; COI, Vapor Tightness, DOI, Hose certificates, etc. Review monthly with Operations Manager and update all documentation and work with Operations Manager to make sure that test dates are scheduled and equipment is ready for inspections.
  • Works with Operations Manager to Research areas of cost savings within the OMS operations
  • Acknowledge and explain any issues/errors/demurrage daily for prior day delivers
  • Work with Sales to ensure customer needs are met
  • Schedule deliveries to maximize horsepower utilization and maximize earnings potential
  • Analyze invoices for mistakes and find opportunities to leverage our spending power in order to reduce costs
  • Communicate daily with fuel supplier to confirm via email of each barge movement to include:
  • Impart safety policies/procedures to staff
  • Update towing sheet daily
  • Communicate daily with fuel suppliers on loading with projected loading dates and products
  • Set up and Coordinate the Load Schedule
  • Coordinates inspectors for loading and discharging
  • Coordinates the additives company to treat barges and tanks
  • Coordinate with TARGA to maintain tanks are loaded at all times with fuel
  • Insure that all inspector and TARGA reports are accurate to keep inventory correct
  • Manages Towing sheets for in-house and 3rd party expenses
  • Research any discrepancies that may occur with customers and their orders
  • Manage and submit all TCEQ reports on a quarterly basis
  • Works with Operations Manager to Research and look into area of cost savings within the OMS operations

Midstream Paperwork Requirements

  • Accurately update daily inventory availability and sent via email
  • Acknowledge and explain any issues/errors/demurrage daily for prior day delivers
  • Delays in paperwork from boat, have it scanned, reviewed then sent to billing
  • Loading schedule by barge daily with updates

Dockside Paperwork Requirements

  • Copy of Inventory Sheet
  • Dockside Meter Tickets
  • Dockside Use Tickets
  • Dredge Meter Tickets
  • Boat to send copy of customer meter tickets via email for processing.


Minimum Education, Experience and Certification

  • Bachelors Degree preferred
  • 5 or more years in the marine transportation business with experience scheduling horsepower
  • 7 or more years of experience working with fuel, lubes and operating knowledge of the equipment utilized to deliver products to customers
  • Valid drivers license

Knowledge, Skills, and Abilities

  • Must possess effective written and oral communication skills
  • Must have excellent interpersonal skills and problem-solving techniques and skills
  • Knowledge of Microsoft products ability to operate a telephone, copier and postage machine
  • Strong teamwork skills
  • Ability to organize, project plan, and meet deadlines
